Description
DCSA Office of Personnel Security Background Investigations is seeking a Deputy Assistant Director, Federal Investigative Records Enterprise to lead the integration of automated records into the investigative process and serve in an advisory role to the Director DSCA on matters relating to the ingest/collection, analysis, and reporting of automated records, efforts to enhance automation and improve the process for collecting records, social media information, and Continuous Evaluation sources.As the Deputy Assistant Director, FIRE, the position will be responsible for the following duties:
Oversee the standardization of background investigation record information to include source, collection, format, reliability, access, and retention to improve quality and decision making.
Oversee the operational implementation of centralized record collection to ensure that ingestion and processing of record data is processed utilizing necessary methods to meet the national investigative standards and improves cost, schedule and performance.
Oversee the business processes performed by the Support Contracts to ensure a quality and timely product is produced.
Deliver reliable and effective enterprise-wide critical record information. Achieves program wide standards, authenticity and reliability of records.
Control and plan for technological change available for automation enhancements. Lead the integration of automated records into the investigative process.
Evaluate staff reports, utilizing knowledge of principles of records and information management, administrative processes and systems, cost control, governmental recordkeeping requirements, and organizational objectives.
Foster effective collaboration of staff teams across geographic and unit-specific boundaries to maximize accountability for satisfying stakeholder and customer needs and requirements.
Consult and collaborate with DCSA staff, managers, to build programs to identify, access, and acquire, electronic records needed to complete background investigations.
TECHNICAL QUALIFICATIONS (TQ):
All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.
1. Demonstrated ability in applying transformation principles, techniques, methods, processes, and technology to improve operations and manage programs.
2. Working knowledge of security programs, including organizations, existing regulatory guidance, operational procedures, and private sector security methodology.
3. Demonstrated ability to lead complex policy and compliance activities and provide advice/consultation for enterprise level objectives to top-level officials in the DoD, Military Departments, Defense Agencies, non-DoD Agencies, and/or the Defense Industrial Base.
4. Work experience that qualifies for joint duty certification under IC Directive 601. Qualifying experience requires at least 12 months of satisfactory performance at a pay grade of at least a GS-13 (or equivalent) after September 11, 2001 in positions such as: prior military service, a detail, rotational, or temporary assignment to an IC designated agency or equivalent experience in the private sector, academia, or other Federal or state agencies.
This position does not have a positive education requirement.
Salary
182,700.00 - 207,100.00 Annual
