Description This position serves as a full deputy to the SES-level Assistant Inspector General for Audits, which was established in the Office of the Inspector General (OIG) under the provisions of Section 3(d)(2) of the Inspector General Act of 1978 (PL 95-452), as amended. The incumbent of this position exercises responsibility for carrying out a program of audits of the U.S. Office of Personnel Management (OPM) programs and operations, as part of the OIG's authority.As a Deputy Assistant Inspector General for Audits, you will be part of the Office of the Inspector General Audits Program. If selected, you will be responsible for:
  • Developing, implementing, and coordinating a comprehensive, nation-wide program of audits which addresses OPM's operations and activities.
  • Advising the Assistant Inspector General, Inspector General, and Deputy Inspector General regarding the achievement of the objectives of the OIG's audit program.
  • Developing, or coordinating the development of, improved, innovative and cost-effective approaches to accomplishing the OIG's auditing responsibilities.
  • Representing the OIG in committees, working groups, and professional associations comprised of audit executives, and through them, contributing to advancement of the auditing profession throughout the federal sector.
  • Building relationships with senior program officials based on the shared commitment to improving programs.
APPLICANTS MUST MEET THE FOLLOWING BASIC REQUIREMENT AND EXECUTIVE CORE QUALIFICATIONS TO MEET MINIMUM QUALIFICATIONS.

To meet the basic requirement, applicants must meet one of the following and provide documentation to support the claim.
  • A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
  • B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs), listed below.
