Vacancies will be filled in the following specialty areas:
Human Capital Office Front Office COS

The following are the duties of this position at the full working level.
  • Serves as an expert who performs strategic assessments of the Internal Revenue Service's Human Capital Program to include human capital management systems and select human resources transactions to ensure efficiency, effectiveness, and legal and regulatory compliance.
  • Advises and assists senior management on changes to and formulation and implementation of established policies for programs, processes, and initiatives to improve HCO program operations, internal controls, compliance and management of agency strategies and entity-wide operations.
  • As a senior technical expert in federal human resources, develops and monitors assessment plans, conducts, and completes compliance evaluation operations including analyses of complex human capital processes, reporting issues with the business operations and compliance to senior leaders with accurate and timely data, options, and program improvements.
  • Executes a variety of program responsibilities covering human capital program compliance, external evaluation management, and process improvement within HCO at the enterprise, business unit, and division level.
  • Develops analysis of program assessments throughout the Service on a wide variety of highly complex,
    controversial, and sensitive Human Capital programs.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Leading and conducting comprehensive human resources reviews to include process mapping and program analyses; developing approved strategies for testing, fielding, and evaluating new or revised processes and systems supporting human capital programs requirements; conducting root-cause analysis on observations of non-compliance with laws, regulations, and policies and procedures and ineffective human capital program operations; preparing and delivering assessment reports and briefings for top-level managers and executives that clearly and concisely communicate the issues and program improvements identified in HR assessments to include recommendations that influence program decisions and improve business processes and controls; conducting independent quality reviews of HR assessment reports to ensure conclusions reached are fully supported by evidence collected; negotiating and resolving controversial situations and persuading others to accept assessment recommendations; applying a wide range of advanced human resources (HR) laws, regulations, compliance, policies, and precedents and comprehensive knowledge of HR principles, practices, and procedures sufficient to plan and provide comprehensive HR management advisory and technical services, assess program compliance, and develop and implement recommendations to improve program compliance.

MEET TIME IN GRADE (TIG) REQUIREMENT:
You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
