This position is located at Bureau of the Fiscal Service, Enterprise Planning Performance, and Evaluation Division (EPPED). As a Supervisory Management and Program Analyst (Program Evaluation Branch Manager) you will be responsible for leading, managing, and overseeing the bureau's evidence building and program evaluation activities.
As a Supervisory Management and Program Analyst, you will:
- Lead the bureau's evaluation and evidence building activities in support of Treasury's implementation of the Foundations of Evidence Based Policymaking Act of 2018 (Evidence Act).
- Plan, justify, and present analyses and recommendations on the use and management of the branch's expertise, services, and resources.
- Provide direction and oversight to a staff of highly skilled, professional Management and Program Analysts and Evaluators (Social Science Research Analysts).
- Manage the development of the Fiscal Service Learning Agenda and Annual Evaluation Plan.
- Lead the design, monitoring and implementation of program evaluations and evidence-building activities, in support of the Treasury and Fiscal Service Learning Agendas, to improve efficiency and effectiveness of Fiscal Service programs.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this must include:
- Overseeing or conducting program evaluations and using evidence from evaluations to inform policy and operations. AND
- Experience with the design, planning, and execution of evaluation studies, including data collection approaches and qualitative and quantitative analysis methods AND
- Delivering oral and written briefings and presentations to share evaluation results and recommendations
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicble:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
