Overview

Reporting to Director Proposal Management at CAES Defense Systems Division located in San Diego, this individual will lead the proposal development for new and follow-on business opportunities in support of CAES’ growing business objectives. This individual will work closely with Program Managers, Business Development, and cross-functional teams to develop and submit compliant, compelling, and competitive proposals. They will take ownership of multiple proposal efforts at any given time, ensuring efficient execution while adhering to internal processes and customer requirements.


Responsibilities

The successful Proposal Manager II/III will:

  • Review customer RFP package including Statement of Work (SOW), terms and conditions, volume requirements and pricing instructions to determine how to structure the response to be compliant, compelling, and highly rated by the customer.
  • Be knowledgeable of FAR and DFAR requirements and/or take initiative to educate oneself on requirements not yet understood.
  • Be well organized, detail oriented, and have a strong ability to multi-task as managing multiple proposals at once may be required.
  • Serve as the accountable stakeholder for leading assigned proposals.
  • Support Program Managers, Business Development, and cross-functional teams to help coordinate proposal development efforts not assigned.
  • Develop and lead internal Gate Reviews and ensure compliance to RFP requirements.
  • Collaborate with Business Development and Program Managers to generate winning proposal strategies, win themes, and develop compelling messaging that addresses the strengths of CAES’ offerings for both new and follow-on business opportunities.
  • Ensure on-time delivery of proposals and document lessons learned to improve proposal processes.
  • Facilitate creation of proposal elements such as cost and schedule documentation, proposal volumes, financial summaries, and Gate Review packages with Engineering, Finance, Operations, Program Management and Leadership.
  • Coordinate pricing activities, BOE and BOM development, volume creation, approval authorizations, and formal submittal to customers.
  • Participate in proposal audits, customer fact-finding and negotiations as required.
  • Perform analysis on previous program cost actuals to ensure pricing reflects the most current estimates and outlook.
  • Support the proposal certification process per TINA.
  • Assist Director of Proposals in compliance to the CAES New Business and Proposal Process.
  • Capture and document lessons learned to continuously improve the proposal process.
  • Maintain and optimize proposal asset libraries for efficiency and future use.

Qualifications

Minimum:

Proposal Manager II:

  • Bachelor’s Degree in an Engineering, Management, or Business discipline
  • Two (2) years of experience in proposal creation/development with hardware (component and subsystem) manufacturing
  • Ability to obtain and/or maintain a Security Clearance

Proposal Manager III:

  • Bachelor’s Degree in an Engineering, Management, or Business discipline
  • Five (5) years of experience managing the proposal creation/development with hardware (component and subsystem) manufacturing
  • Ability to obtain and/or maintain a Security Clearance
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a “US Person” under US export laws (or eligible for approval under a U.S. Government export license).
  • Ability to obtain and/or maintain a Security Clearance

Preferred:

    • One (1) to two (2) years of experience in people management
    • Experience with defense industry and/or multiple contract types (CPFF, CPIF, FPIF, FFP, T&M, OTA etc.)
    • Experience supporting TINA compliant proposals
    • Experience writing proposals for Tier 1 primes that are based on USG flowed down requirements.
    • Proposal certification (APMP Certification, Shipley Certification, etc.)
    • Proficiency in Excel
    • Familiarity with Salesforce, SAP/Oracle, Power BI, MS Project desirable
    • Strong communication skills internally and externally, employing diplomacy, confidence, and tact

Salary Range: Proposal Manager II Salary Range: $64,173.70 – $ 90,441 annually (San Diego, CA), Proposal Manager III Salary Range: $81,764.85 – $ 117,537 annually (San Diego, CA). Employees may be eligible for a discretionary bonus in addition to base pay. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. Annual bonuses are designed to reward individual contributions as well as business results.
