The County Fiscal Officer is responsible for preparing and analyzing HR compensation data as well as implementing processes for preparing, reviewing, and monitoring compensation reports. This includes working with the HR Manager; Classification, Compensation, and Position Control personnel; and staff with the Children, Youth, and Families (CYF) Needs Based Budget each year. The incumbent utilizes the knowledge of the principles and practices of public fiscal administration to analyze compensation equity and salary trends based upon state and government legislation (Fair Labor and Standards Act). This role also collaborates with the HR Personnel Manager regarding union contract salaries, anniversary increases, and merit increases; and tracks these by utilizing human resource and fiscal computer applications, spreadsheets, diagrams, ledgers, and journals.
The incumbent also oversees the HR Payroll Unit for all payroll functions in the Allegheny County DHS, which has a workforce of over 900 individuals, and provides guidance, assistance, and training to Payroll Clerks. Work includes processing newly hired and terminated employees, updating our time and employment systems with the information received after verifying any discrepancies and solving problems. This position also assists with or prepares correspondence, reports, and other materials as necessary for staff payroll and salary information to effectuate the smooth operations of the DHS Payroll Division. - Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- Two years as a Fiscal Technician and six college credits in accounting; or
- Five years of bookkeeping experience and six college credits in accounting; or
- Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or
- One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
- An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
