Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including Time-in-grade (General Schedule (GS) positions only), Time-after-competitive appointment, minimum quali?cations, and any other regulatory requirements by the cut-o?/closing date of the announcement. Creditable specialized experience includes:
Recommending effective resolutions to system design and problem issues, balancing trade-offs between system performance, efficiency, customer and business needs, the criticality of the process within the business area, and the technical capabilities of current software and hardware for both IT and OT systems. Proposing solutions aligned with DoD 5000.02 acquisition lifecycle requirements.
Analyzing and evaluating customer requirements from multiple perspectives, including workflows embedded within COTS software, the technical capabilities of GOTS solutions, and the functionality of electronic components supporting DLA's logistics business operations. Ensuring requirements are clearly articulated and aligned with mission objectives.
Ensuring compliance of application interfaces, extensions, forms, and reports with regulatory requirements governing IT and OT cybersecurity, physical security, and operational safety. Verifying adherence to DoD Risk Management Framework (RMF) standards and the agency's logistics business processes and operational objectives.
Managing tasks across all project phases, including requirements definition, product development, systems integration, deployment, sustainment, and implementation. Leading coordination efforts to ensure deliverables are on time, within budget, and meeting mission-critical performance standards.
Consulting with senior stakeholders and project integrators to address complex project management challenges requiring innovative and precedent-setting solutions. Resolving conflicts in technology, methodology, policy, and guidance to ensure successful project execution and alignment with DoD 5000.02 processes.
Leading technical assessments of system designs, recommending improvements that maximize the capabilities of IT and OT infrastructure while mitigating risks and ensuring interoperability between systems.
Guiding teams in defining functional and technical requirements, preparing detailed specifications to support the acquisition, deployment, and sustainment of IT and OT systems. Aligning these activities with DoD 5000.02 milestones to meet programmatic and operational goals.
Providing expertise on project management methodologies and tools, integrating best practices into the planning, execution, and monitoring of system design, development, and deployment activities.
Collaborating with senior leadership and stakeholders, including DLA Headquarters, technical teams, and program managers, to align project objectives with broader organizational goals. Communicating effectively to drive decision-making and maintain project momentum.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
