The Health and Human Services (HHS) IT Delivery Center within the Office of Administration provides end-to-end IT services to all staff in the Department of Human Services (DHS), the Department of Health (DOH), the Department of Drug and Alcohol Programs (DDAP), the Pennsylvania Department of Aging (PDA), and the Department of Military and Veteran Affairs (DMVA).

This position serves as the primary contact for program offices within the Department of Health (DOH) and reports to the Director of the Business Relationship Management Division, OA/OIT Health and Human Services IT Delivery Center. This position identifies, resources, and manages the business needs for IT support within the DOH Offices of: Bureau of Communicable Disease, Bureau of Health Promotion and Risk Reduction, Bureau of Family Health, Bureau of WIC, Health Equity Office, Bureau of Community Program Licensure and Certification, Bureau of Facility Licensure and Certification, Department of Drug and Alcohol Programs, Executive Offices, and the Operational Excellence Deputate.Serves as the principal Business Relationship Manager to have overall responsibility for planning, coordinating, and monitoring very complex IT programs or groups of multi-functional IT projects for the indicated lines of business. Any new applications or new service needs for IT services will be coordinated, planned, and supported by the BRM for that business area.

The business needs become projects within a portfolio and include all aspects of IT services needed by the business area including technical services, desktop management services, hardware/software support, and business application changes related to modifications or maintenance. Responsibilities include ensuring that governance structures are clearly defined to effectively establish and monitor IT projects within the portfolio to include effective program prioritization, effective management of initiatives to achieve successful business outcomes and business operations support, as well as ensuring that an appropriate level of service performance and quality are monitored, measured, and reported. 

As required for resourcing business efforts, the BRM will lead, direct, and write or support any documents required for federal funding (such as Grants or Advanced Planning Documents) of IT projects or programs, as well as lead, direct and write Requests For Proposals (RFPs) or other procurement documents to secure resources for IT needs. The BRM tracks, monitors, and requests funding needs for the entire portfolio of IT needs for the program offices supported. Audits are also conducted by third party organizations and supported by the BRM for IT services provided within the portfolio.

Eleven years of professional information technology experience; or

An equivalent combination of experience and training.

Certain positions require certifications or other special requirements that will be identified based on the position's specific needs, such as the ITIL Foundations certification, that will be necessary upon hire or obtained within a period of time after hire, as designated by the hiring manager.

  • Project Management Professional certification (PMP) preferred.
  • Five years of experience managing IT projects, including the responsibility for:
    • Writing or leading the development of a Request for Proposal or other procurement over 1 million dollars.
    • Compiling, monitoring, and tracking budgets.
    • Resourcing, planning, and implementing systems to meet business needs.
