Vacancies will be filled in the following specialty areas: THE HUMAN CAPITAL OFFICE OF HUMAN RESOURCE STRATEGY IRS University, Career Management Office. The following are the duties of this position at the full working level.
  • Analyzes and evaluates a wide range of complex IRS wide functional requirements, objectives, operating,
    methods, and new and proposed regulatory guidelines. Determines effectiveness of the Career Field
    Management Program relative to enterprise and functional job assignments, career development and
    progression, functional and mission objectives, and business unit operating structures. Develops and studies statistical, position, and organizational data, as well as technical or specialized operational data, to initiate appropriate career field actions concerning organizations and employees/positions in the assigned career field. Develops and plans milestones for successful implementation of these actions.
  • Coordinates requirements and procedures with Business Operation Division (BOD) Directors, associate
    directors and other business unit managers. Establishes work operations and controls to institute complex
    program concepts and provisions and assure effective administration of the career field.
  • Plans, organizes, and administers meetings for career management discussions and/or specific panels to review and approve program initiatives, procedures, and related business goals.
  • Utilizes qualitative and quantitative methods to assess and improve management systems processes.
  • Advises/counsels managers, supervisors, and employees on the continually changing needs of the functional career management program. Provides advice and guidance on career progression, training, assignments, program objectives, general operational requirements, and career management actions proposed or initiated in support of career program objectives. Coordinates actions with appropriate management officials, supervisors, and employees at all organizational levels as necessary.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Analyzing and evaluating a wide range of service-wide program requirements, objectives, operating methods, and regulatory guidelines to determine effectiveness of assigned programs; Experience analyzing data for programs of strategic importance and developing new approaches and/or improving existing techniques for program delivery; Experience independently assessing the effectiveness of programs and policies to administer programs and improve existing business processes; Experience developing conclusions and recommendations based on analysis, participating in various workgroups, and conducting final presentations to all levels in the organization; Experience using oral and written communications to write and present professional materials for a service-wide audience (i.e., information letters and briefings to publicize a program at all Internal Revenue Service levels). MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-12 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-13 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
