America's Logistics Combat Support Agency

The Incumbent will serve as a Senior Counsel/Team Leader for Acquisition Teams under the Office of the Chief Counsel, Defense Logistics Agency, Troop Support, a Major Subordinate Command (MSC), located in Philadelphia, PA.Serves as Senior Counsel/Team Leader - will perform the following duties:
  • Provides leadership, guidance, training, support, encouragement, and mentorship to team members,
  • Assigns work, plans, provides feedback, monitors, ensures coverage, and directs activities of lower-graded attorneys,
  • Develop team members, provide diverse and challenging opportunities so they can develop and enhance skills and continue to grow professionally,
  • Prepares or assists team members in preparation of the Agency Report on protests before the Government Accountability Office,
  • Advises and assists on responses to protests filed with the Agency or Contracting Officer,- Assists the Department of Justice in cases filed in Federal court,
  • Advises clients on acquisitions during all stages of the procurement,
  • Provides advice on planning, solicitation language, evaluation of offers, preparation of contract award decisions, debriefings, and award documents,
  • Advises clients on contract administration matters
  • Assists clients during internal and external reviews and audits, including Red Team reviews,
  • Collaborates with Litigation Team on disputes, claims, and termination actions,
  • Works closely with Supply Chain Counsel, office leadership and headquarters on acquisitions matters, bid protests and other matters
  • Collaborate with other Major Subordinate Command legal offices,
  • Meets with and provides advice to senior leadership in supply chains and command on acquisition, contract administration, and litigation matters.
QUALIFICATIONS REQUIRED:

1) The first professional law degree (LL.B. or J.D.).

2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If no date on screen shot, you must provide a statement signed by you on the date that the screen shot was created. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment.

To Qualify at the GS-14 Level:

You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position.

The PRINCIPAL SELECTION FACTORS for this position are as follows:

a. Knowledge and experience in Federal acquisition law and experience advising clients on complex Federal procurements, including prime vendor programs or complex information technology.
b. Experience defending clients when protests are filed with the Government Accountability Office, Agency, and Contracting Officers.
c. Experience assisting Department of Justice on cases filed in Federal court.

OTHER SELECTION FACTORS for this position which do not require a narrative statement are as follows:

a. Excellent oral and written communication skills, excellent legal research skills, recognized proficiency as an advocate, and demonstrated effectiveness in advising high-level civilian and or military management officials.
b. Ability to lead personnel toward achievement of organizational goals and the ability to manage programs or cases and other resources.

Security Clearance: This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.You MUST provide transcripts or other documentation to support your educational claims.
