Description

This position is organizationally located in the Associate Director's Office reporting directly to the Associate Director. The Staff Assistant (Executive Assistant) performs analytical and evaluative work associated with the Associate Director's area of responsibility and program activities. Evaluates processes and makes recommendations for effective organizational changes.

This is a temporary promotion/detail assignment not to exceed one year.

Major duties and responsibilities include but are not limited to:

  • Supports the Associate Director by coordinating efforts to improve services for Veterans throughout the tri-state area of Pennsylvania, Ohio and West Virginia.
  • Manages and/or prepares responses on behalf of the VAPHS, and acts as a liaison or handles communication with persons and groups within and outside the VAPHS.'
  • Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work.
  • Frequently serves as chairperson of special committees appointed by the Associate Director to study and evaluate administrative and policy matters.
  • Performs administrative work in one or more of the following areas: personnel management/administration, budgeting and financial management, procurement and contracting, property management and supply.
  • Performs work involving development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs; manages a cost-effective program for the VAPHS.
  • Plans and/or supports committees, boards, symposia or conferences. Develops broad themes and directs proceedings of high-level conferences where work and decisions have a major impact on the VAPHS or an important subject or program.
  • Conducts special projects or studies to analyze, evaluate and provide recommendations on administrative programs or issues.
  • Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors.
  • Oversees the daily operation of the Reports Section, ensures that VA/VAPHS policies and priorities are being followed.
  • Develops performance standards; and evaluates work performance of subordinates
  • Resolves minor and major, formal and informal complaints and grievances. The Staff Assistant deals effectively with employees and union representatives on employee suggestions, complaints, grievances, and other matters in the daily administration of labor management agreements.
  • Identifies, coordinates and facilitates employee training and development, assisting with the preparation and implementation of the annual training and development plans that stress VHA service delivery principles.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
  • Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Management and oversight of daily operations of the a service unit, department or service line; reviews and approves or disapproves leave requests; performs administrative work in one or more of the following areas: personnel management/administration, budgeting and financial management, procurement and contracting, property management and supply and gathers and maintains valid data used to develop, evaluate and modify organizational structure and systems to achieve program goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
