Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. In addition, the IRS implemented the new IRS Forward Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career/career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:
  • Successful completion of at least 1 to 2 years of continuous service depending on the position;
  • Completion of at least 40 hours of interactive training;
  • Mentorship;
  • Demonstration of successful job performance; and
  • Meet the qualification position standards.
Conversion to the competitive service is not implied or guaranteed.

If selected, you will be placed in a developmental position as a Pathways Recent Graduate Program Public Affairs Specialist, GS-1035- 09 with promotion potential to GS-12 in one the division(s) listed below:

The following are the duties of this position at the full working level.

Provides analysis, support, oversight and guidance for assigned communication programs and initiatives.

Supports assigned communication programs and initiatives by researching subject matter, background information, regulations, and preparing first draft documents suitable for intended audience.

Develops limited internal communications messages that support the organization's goals.

Develops specific portions of content designed to achieve organization-wide business goals.

Writes non-controversial business communications for multiple mediums (print, web, e-mail).

Maintains effective working relationships with communications counterparts across the IRS.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

In order to qualify, you must first meet Pathways Recent Graduate Program eligibility:

You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application;

-OR-
Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

PATHWAYS RECENT GRADUATE PROGRAM REQUIREMENTS: The IRS Pathways Recent Graduates Program offers developmental opportunities in the Federal Government intended to promote possible careers in the civil service to individuals, who have recently graduated from qualifying educational institutions or programs within the previous two (2) years, or who intend to successfully complete their educational requirements within 9 months of their application date. If selected, you will be placed in a position as indicated in the vacancy announcement. In order to successfully complete the IRS Pathways Recent Graduates Program, you must complete a one (1) year training program, a minimum of at least 40 hours of interactive training, and demonstrate successful job performance. All conversion requirements will be identified in the Participant Agreement. Following the completion of program requirements, you may be considered for non-competitive conversion to a career-conditional or term appointment.

To be eligible for the IRS Pathways Recent Graduates Program, you must have, within the previous two (2) years, completed all educational requirements for qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or you are a veteran, who, due to a military service obligation was precluded from applying to the Recent Graduates Program during a portion of the two (2) year eligibility period; or expect to graduate within 9 months of the date of your application.

EDUCATION/SPECIALIZED EXPERIENCE GS-09: To be minimally qualified for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

Experience with written and oral communication techniques and methods to assist in providing guidance and oversight on assigned communication programs; Experience planning, gathering, and verifying and editing digital photography and creating and developing computer graphics/desktop publishing; Analytical methods to evaluate data and make appropriate recommendations and interpersonal relation skills sufficient for establishing and maintaining effective working relationships.

OR
EDUCATION: A master's or equivalent degree in any field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR
Two (2) full years of progressively higher-level graduate education leading to a degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR
An LL.B. or J.D., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent amount of combined graduate education and experience.
