Overview

The Materials Analyst is responsible for analyzing materials costs to support bid and proposal activities, as well as conducting ongoing price variance analysis. The role involves evaluating and pricing the Bill of Materials (BOM), collaborating with various departments—Engineering, Program Management, Sales, Procurement, Finance, and others—to define material requirements. This includes ensuring compliance and developing procurement strategies.


Responsibilities

  • Proposal and Pricing Support: Review and resolve discrepancies in proposal guidelines, pricing requirements, and input received from Proposal/Program Managers.
  • BOM Analysis: Evaluate BOMs. For proposals without a released BOM, collaborate with Engineering to define material requirements and assess complexity factors based on similar projects.
  • Cost Proposal Development: Develop material cost proposals using historical price data, recent bids, current supply chain practices, and other relevant information, applying judgment to determine optimal pricing strategies.
  • Subcontracting and Resources: Identify items that will be subcontracted and assess available resources to support subcontract requirements.
  • Compliance Management: Ensure compliance with Small Business and Small Disadvantaged Business requirements in Requests for Proposals (RFPs). Determine any additional costs to meet prescribed goals.
  • Supplier Management: Solicit, analyze, and evaluate supplier quotes for price reasonableness and compliance with company design specifications.
  • Price Roll-up: Consolidate pricing information for review and approval. Submit the completed priced BOM to Finance for proposal costing and provide the Program Manager and OPM with copies. Ensure Procurement receives target pricing before program release.
  • Risk Identification: Highlight risk items, such as delivery issues, technical exceptions, or obsolescence risks. Identify high-risk suppliers, including financially unstable companies.
  • Performance Analysis: Support the evaluation of actual purchase performance against material budgets.
  • Audit Support: Defend pricing justifications in audits from customers, DCAA, Corporate, or other entities. Maintain all proposal support documentation for audits throughout the material costing process.
  • Program Representation: Represent Supply Chain in program status meetings and program reviews.
  • Safety Compliance: Participate in safety training and comply with safety policies and practices.
  • Continuous Improvement: Support Lean implementation and continuous improvement by applying Lean principles in materials activities. Participate in Lean/Six Sigma initiatives to enhance cross-functional problem-solving.
  • Collaboration and Team Support: Engage in team meetings, including SET team and program reviews. Provide mentorship and support to junior analysts, leveraging significant judgment and expertise in material analysis.
  • System Proficiency: Utilize SAP and Microsoft Excel to perform work-related tasks effectively.
  • Other Duties: Perform additional duties as assigned.

Qualifications

Minimum:

  • Five (5) years of experience in materials, material estimating, or manufacturing preferably within a high-mix electronics and/or Defense industry
  • Bachelors Degree in Business, Finance, Supply Chain, or related field

Preferred

  • Experience in materials finance/analysis, estimating, and planning with a strong analytical approach
  • Intermediate Excel proficiency
  • Working knowledge of Enterprise Resource Planning (ERP) systems such as SAP
  • Micro electronics and/or defense industry experience
  • Prior experience developing materials cost proposals
  • Knowledge of Indentured Bill of Materials

Salary Range: $81,000- $117,537 annually (San Diego, CA).

Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
