As a Program Analyst, you will be responsible for documenting, improving and mapping tasks that are prime for improvement by leveraging automation or other tools, in order to gain efficiencies agency wide.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Denver, CO; Ft. Worth, TX; Kansas City, MO; Philadelphia, PA; and Washington, DC. The duty station will be determined upon selection and will be located within the geographic area described.
As a Program Analyst, you will perform the following duties:
- Provide overall support utilizing Continuous Process Improvement (CPI) methods to the Process Optimization Program. Review and analyze process improvement ideas submitted by all programs within GSA. Collaborate with division management and leadership to determine the suitability of process automation or optimization.
- Support the development team in producing necessary project documentation and/or artifacts for process improvements and automation projects and ensures the consistency and completeness of these artifacts. Co-design process maps for the purpose of documenting existing processes and each step’s inputs and outputs and improving future processes.
- Co-develop process improvement deliverables, per workflow, utilize best practices, and obtain program leadership approval. Produce documentation of the tasks to be improved and obtains approval from program leadership and the process owner.
- Work to identify Points of Contact (POCs) and Subject Matter Experts (SMEs) relevant to the proposed idea and schedules meetings with them and other stakeholders as necessary for idea submission resolution. Assist with establishing and documenting internal team Standard Operating Procedures (SOPs) which improves efficiencies in our processes. Communicate clearly and precisely throughout the improvement process with Process Optimization and Automation Program management, process owners, subject matter experts, and other stakeholders as needed.

The GS-11 salary range starts at $72,553 per year. Locality will be determined based on duty location.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
SPECIALIZED EXPERIENCE:
To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience using analytical and evaluative techniques; utilizing qualitative and quantitative analysis; and conducting research and gathering statistical data. OR
Education: Possess a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR
Combination of Education and Experience: Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
