Vacancies will be filled in the following specialty areas: HCO/Labor/Employee Relations Negotiations

The following are the duties of this position at the full working level.
  • Provides authoritative advice and technical guidance to management at all levels in an assigned BOD within the IRS on the full range of human resources policies, practices, and matters affecting working conditions that require consultation with NTEU (National Treasury Employees Union) and which have a significant impact on the labor/management climate within the organization(s) serviced.
  • Researches and analyzes case law, MSPB (Merit Systems Protection Board) decisions, the National Agreement, precedents, policies, administration handbook and bargaining history, FLRA (Federal Labor Relations Authority), FSIP (Federal Service Impasses Panel), arbitration decisions and guidance to determine negotiability of union proposals which have an impact throughout the serviced organization and beyond. Incumbent 'partners' with management in the examination of problems/issues and in developing solutions from an interest-based standpoint.
  • Serves as the principal point of contact on labor/management matters of overall concern including grievances, unfair labor practices, appeals, contract interpretation, labor relations training, preparation and conduct of contract bargaining, etc.
  • Responds to inquiries from management and anticipates management needs regarding union rights, employee rights, implications of recent arbitration decisions, MSPB, FLRA regulations, etc. Alerts management to actual or anticipated labor relations' implications in proposed management decisions.
  • Serves as Area Labor Relations Specialists (ALR's) charged with conducting contract negotiations with NTEU on Articles 15 and 47. Serve as PPOCs (Primary Points of Contact) for SCRS and serve as LR advisors for area LMRCs (Labor Management Relations Committees). Serve as ad hoc LR consults/SMEs (Subject Matter Experts) for various projects for the business units and on various committees.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

GS-7 QUALIFICATION REQUIREMENTS:To be eligible for this position at the grade 7 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service including: Applying the basic principles and practices of the HR specialization(s). Examples of qualifying work experience include: performing highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level placement and recruitment assignments; communicating factual and procedural HR information clearly, orally and in writing; and gathering and analyzing basic facts and drawing conclusions regarding HR processes.

EDUCATION:You may substitute education for specialized experience as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields.
ORSuperior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: At least 1 year of combined graduate education and experience as defined above.

GS-9 QUALIFICATION REQUIREMENTS: To be eligible for this position at the grade 9 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of collective bargaining/union agreements in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties.
OR
EDUCATION:You may substitute education for specialized experience as follows: A Master's or equivalent graduate degree in a related field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: human resources, organizational psychology, public administration or other administrative and management fields.
ORLL.B or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: At least 1 year of combined graduate education and experience as defined above.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. GS-11 QUALIFICATION REQUIREMENTS: To be eligible for this position at the grade 11 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of collective bargaining/union agreements in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties.

OR Three (3) full years of progressively higher-level graduate education leading to a doctoral degree in a related field of study such as: human resources, organizational psychology, public administration or other administrative and management fields.
OR LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate education and experience equivalent to that as defined above
