Vacancies will be filled in the following specialty areas:
Tax Exempt and Government Entities, Exempt Organizations and Government Entities, Government Entities, Federal, State and Local Employment Tax

The following are the duties of this position at the full working level.
  • Provides technical expertise guidance on employment tax examinations and cash transaction compliance reviews of significant Federal, State or Quasi-Governmental entities.
  • Serves as an expert in the examination complex issues of Federal, State and Local Government/Employment Tax cases.
  • Provides feedback, technical expertise, and recommendations to IRS management and IRS Counsel on Federal, State and Local Government/Employment Tax issues.
  • Coordinates or participates in management-initiated studies such as compliance initiative projects, congressional studies, regulation projects, tax shelters, and emerging issues.
  • Meets with taxpayers, industry groups, professional associations, and national tax administrators to explain new issues and transactions or to seek alternate resolution opportunities.
  • Leads national analysis of tax issues involving significant tax transactions related to specific taxpayers or across taxpayer, industry, and international boundaries.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.

OR

A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

OR

Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience using and working with the Internal Revenue Code, regulations, procedures, published rulings, Section 218 provisions and applicable definitions/ coverage provisions of the Social Security Act, court decisions, advisory letters, memoranda, etc. as they relate to employment tax; experience using specialized accounting techniques/practices and analytical techniques to evaluate the most difficult factual situations and apply relevant legal and administrative authority to reach a well-reasoned decision and resolve complex Employment Tax issues for Federal State and Local governments; experience in persuasive and effective communication/report preparation techniques both orally and in writing to resolve complex Employment Tax issues ; experience developing comprehensive Employment Tax training material and experience serving as an instructor; experience with networking and relationship building involving internal and external stakeholders applicable to the Federal ,State and Local government customer base ; experience researching and interpreting Federal, State and Local laws/statutes to determine applicability and impact on coverage provisions under Section 218 of the Social Security Act; experience and knowledge of Section 530 provisions and its impact and relationship to Section 218 guidelines where you could have competing or overlapping areas of applicability; experience conducting educational or outreach activities for associations, trade organizations, and internal and external customers on a variety of employment tax reporting and paying regulations; experience serving as an On-the-Job Instructor; experience coordinating and serving as lead auditor on Large Entity or Team Audit case assignments; experience developing best practice applications or job aides to enhance overall productivity and efficiency; experience using Knowledge Network /Management programs or platforms to deal with emerging or strategic Employment Tax issues and making recommendations for changes to tax law or guidance material affecting technical or emerging Employment Tax issues. Experience using systems , investigative techniques/research, or program experience analyzing business relationships and financial practices to determine if employee/employer relationships exist; experience in legal research, analysis, and preparation of briefs or similar documents interpreting Employment Tax laws and regulations; experience as an accountant, auditor, or investigator in the application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. This experience should be directly related to this position and include dealing directly with experienced tax practitioners, leading discussions and conferences, negotiating differences, settling disputes, conflicts in viewpoints, and establishing and maintaining a good working relationship with agents, technicians, management, and the general public; experience preparing technical response memorandums or briefings to complex inquiries by members of Congress, State and Local Governments, taxpayer representatives or taxpayers impacting law provisions or regulations for Government Entities. Experience working with TEGE or Chief Counsel and Appeals to resolve controversial or unagreed compliance issues impacting Federal, State and Local entities. Experience serving in acting managerial or leadership roles to plan, schedule, direct and evaluate work methods of team members or lower graded employees. Experience leading task teams or research project assignments and the ability to resolve conflicts among team members to complete tasks successfully; Experience with applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Experience with interpreting and applying Federal tax law for individuals, business, and/or exempt organizations, partnerships, and corporations; Experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Experience with corporate financial transactions and financial management principles and practices; Experience in interacting effectively with a broad range of individuals and in negotiating with specialists in accounting, legal, tax, and other similar business-related professions.
