HR Specialist (Recruitment & Placement)

As an HR Specialist, GS-0201-7/9, you will be part of OPM, Federal Staffing Center, Staff Acquisition Group. If selected, you will be responsible for providing HR products and services to meet the dynamic needs of the Federal government. We work with agencies across government to recruit candidates for cyber security, public safety, public health, and many other occupations. We assist agencies identify best practices, help implement HR software, and provide training on technical HR topics.
For the GS-07 Grade Level:
Applicants must have one year of specialized experience at the GS-05 grade level in the Federal Government (or equivalent) working in an HR environment, drafting job announcements and reviewing applicant qualifications.
Have one year of graduate level education in human resources, business, public administration, or another closely related field which provided the knowledge, skills, and abilities to do the work of the position.
Have a Bachelor's degree in human resources, business, public administration, or another closely related field that qualifies for
superior academic achievement
Have an equivalent combination of specialized experience and graduate level education.
For the GS-09 Grade Level:
Applicants must have one year of specialized experience at the GS-07 grade level in the Federal Government (or equivalent) working in an HR environment, drafting job announcements, reviewing applicant qualifications, responding to applicant inquiries and researching human resources guidelines and regulations to perform staffing work.
Master's Degree or equivalent graduate degree in human resources, business, public administration, or another closely related field.
Two full years of progressively higher level graduate education leading to a Master's or equivalent degree in human resources, business, public administration, or another closely related field.
A combination of specialized experience and graduate education (Please note: Only graduate education in excess of the first 18 semester hours may be used in this calculation.)
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-05 grade level level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 grade level level is required to meet the time-in-grade requirements for the GS-09 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
