Serves as a Financial Program Specialist in the Financial Statements Section, Administration Division, Federal Bureau of Prisons (BOP).
Serves as facilitator and interpreter of BOP policies applicable to the preparation and procedures as well as related management functions for the institutions.
Provides oversight and guidance to Central Office, institution, and regional office staff on reviewing, analyzing, and evaluating BOP financial management operations and recommends changes which provide maximum utilization of manpower, funding, and materials.
Independently accomplishes various financial and budgetary functions which include reconciliation of proprietary and budgetary accounts, reviewing financial obligations, and ensuring reimbursable agreements are tracked properly for elimination purposes.
Proactively identifies changing financial trends and attempts to resolve any problems to avoid an adverse impact on stated management objectives.

Education:
There is no substitution of education for specialized experience for this grade level.
OR
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of qualifying experience are
- Experience performing annual certification of accounts receivables.
- Experience analyzing local financial management work processes and implementing changes (i.e, Institutional Supplements) to improve workflow.
- Experience performing reviews of General Ledger accounts and verifying accuracy.
- Experience identifying invalid General Ledger account balances, researching and resolving discrepancies.
- Experience serving on workgroup to resolve accounting/financial management related issues and provide proposed remediation to Headquarters.
- Experience identifying accounting errors impacting the preparation of Financial Statements, researched and provide corrective action.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
