Description The Privacy and Records Assessment Directorate (PRAD) assesses, evaluates, identify risks, and deliver enterprise-wide reporting to enable informed, actionable decision-making by senior leadership. Play a critical role as a Senior Program Analyst to enhance the security posture, facilitate an ongoing awareness and commitment to regulatory compliance, and effectively mitigate exposure of Veterans and employee data.Major Duties:
  • Manages special initiatives and/or programs and leads the ad-hoc task force/groups to accomplish programmatic goals.
  • Provides expert analyses and advice on complex programs and project issues or areas of major concern to organizations.
  • Identifies problems; weighs relevance and accuracy of information; uses sound judgement to generate and evaluate alternative solutions.
  • Develops written materials that effectively expresses information to multiple audiences through clear dissemination of information and ideas; actively listens to others and demonstrates understanding of their comments and/or questions.
  • Establishes and maintains relationships with team members, program or project managers, facility directors and facility points of contact and others to communicate and disseminate program information resulting in an understanding of its mission and activities.
  • Provides customers with consistent information according to established policies and procedures.
  • Assesses and monitors compliance with federal, state and local laws and regulations in areas which may include but not limited to Privacy, Records Management, FOIA, Cyber Security, and other related area as directed within the analyst abilities and/or area of expertise at designated Veteran Affairs facilities.
  • Serves as a consultant to management on specific compliance improvement projects within the analyst abilities and/or area of expertise. Works with senior managers to assure their input to quality related projects.

Physical Demands: The work is primarily sedentary during the planning/preparation phase. The work may require walking and standing for prolonged
periods in conjunction with travel and at the onsite location.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

You must meet the Specialized Experience requirements to qualify for this series as described below.

Specialized Experience for GS-14 : You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Specialized experience is defined as experience in analyzing, recommending, advising, and reporting on Privacy, Records Management, or Freedom of Information Act (FOIA) programs to determine their compliance with federal and agency requirements pertaining to quality, performance, or risk; and providing leadership strategic direction in the development and execution of a broad range of initiatives and program plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
