Description This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Head Start, located in Chicago, Illinois, Dallas, Texas, Philadelphia, Pennsylvania, and Washington, District of Columbia.

**This announcement will be open for 10 business days OR until the first 100 applications have been received, whichever happens first.**The purpose of the position is for the incumbent provide technical guidance in the areas of early childhood development programs by promoting quality, comprehensive services for the children and their families. As a Supervisory Head Start Program Specialist, the incumbent is responsible for the ongoing supervision and oversight of program staff as assigned to assure the efficient and effective program compliance with Federal laws, applicable regulations and guidance, as well as supporting staff to inform high quality performance of grantees within the Region. Duties Include:
  • Develops long-range strategies and work plans, to carry out legislative initiatives and national goals and priorities aimed at improving effectiveness of assigned programs.
  • Monitors and evaluates staff performance and provides appropriate feedback to the Regional Program Manager (RPM).
  • Implements national policies and procedures and recommends strategies and approaches to improve overall performance consistent with assigned agency, program and fiscal priorities, goals and policies of the OHS and the ACF.
  • Assures uniform interpretation and application of agency policies, procedures and guidelines and develops, coordinates and oversees timely and coordinated responses to requests from grantee agencies for Federal program management decisions and technical assistance.
  • Manages the process or reviewing and negotiating grant applications and proposals and when appropriate, directly enter into negotiations.
  • Assures the timeliness and accuracy of awards by maintaining an accurate funding plan for assigned grants, including those of supervisees, and ensures the correct and efficient financial management of grant funds.
  • Through ongoing supervision and/or management of individual caseload, identifies the need for program and management improvements and recommends methods and resources to expand or improve the quality of services and/or avoid inappropriate program or management practices.

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

(1) Presenting operational planning objectives and/or initiatives relating to Head Start and Early Head Start;
(2) Reviewing and negotiating grant applications and proposals;
(3) Overseeing the development, implementation, and assessment of solutions to improve the administration and delivery of service;
(4) Participating in the development and documentation of both short- and long-term planning efforts.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
