As the Supervisory Human Resources Specialist you will serve as the Workforce Development and Inclusion Division Chief. This office provides leadership, coordination, planning, and oversight of the functions and responsibilities of the Diversity and inclusion team and the Training and Development Branch. DWDI provides Departmental workforce program development, implementation, management, and evaluation. The incumbent is responsible for providing technical advice to the executive leadership of OHR and other key officials on workforce training and development; workforce diversity and inclusion; and other assigned workforce programs. Oversees assigned functions, responsibilities, programs, and activities effectively and efficiently, establishes goals, defines objectives and formulates action plans, and oversees implementation and evaluation of the work in the office. Develops and implements Departmental workforce policy and programs aimed at improving employee development and performance and diversity and inclusion are effectively delivered.
Facilitates and engages DOL leadership in improving organizational performance through consultation and technical support. Oversees Departmental training and development initiatives. Take actions to leverage quality training and development offerings across the Department. Provides oversight to corporate leadership development programs. Ensures programs react well to leadership needs. Oversees diversity and inclusion initiatives to address organizational performance and workforce needs. Provides technical advice to the Department's key leaders on diversity and inclusion initiatives including outreach recruitment strategies focusing on underrepresented groups. Provides leadership and oversight to DOL's affinity groups and Special Emphasis Program Managers. Represents the Office and OHR with Departmental managers, as well as the Office of Personnel Management (OPM) and other federal agencies, with respect to the position's areas of responsibility. Exercises both technical and administrative supervision over the assigned staff and the supervisory responsibilities are a major duty of the position involving a significant portion of the incumbent's time. Supervises the training officer and subordinate staff including multiple HR Specialists/Analysts as the GS-14 level. Plans, integrates, and schedules assigned and anticipated workload and prepares estimates of requirements for human resources, supplies, and contractual services.
GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.
Specialized experience is defined as:
Researching, interpreting and applying appropriate federal laws, regulations, policies, and guidelines related to workforce development or diversity and inclusion;
Providing training programs, managing online learning and/or leadership development programs;
Planning human resources initiatives, programs, or efforts across a multi-agency organization.
