The following are the duties of this position at the full working level.
- The work of this position requires ensuring that the HCO division employees have the necessary tools and resources to complete their jobs by utilizing the network of Business Systems Planning community within the IRS as well as the technological knowledge to leverage IRS systems so HCO employees can support the Human Capital mission of the IRS. The work also includes activities that are planned and executed in concert
with a defined project schedule and development activities. In this position the incumbent will be exposed to IRS and Treasury strategies, program, policy and procedural requirements and their background, audit outcomes and findings. Exposure to non-IRS information will also occur when working extended team projects with members of the Treasury departmental office and other bureaus. The work includes developing solutions to integration/interoperability issues; complex problem-solving and managing Human Capital systems that meet current and future business requirements, and applying or extending, enhancing or optimizing the existing architecture; managing assigned projects; communicating technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on project issues.
- Manages BSP review and approval processes for HCO technology requests through multiple Information Technology systems.
- Ensures complete end to end knowledge and understanding of customer process challenges, requirements and future state capabilities, coordinates collection of key inputs, forms, and test data in preparation for development. Performs fact-finding, research, and analysis necessary to determine the nature and scope of new customer requests.
- Human Capital Internet and systems development projects from design to support.
- Integrating current standalone products with new Human Capital systems.
- This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-7, but if the position has career progression to GS-12, then you may move from a GS-07 to a GS-12 in as little as three years.
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE: GS- LEVEL: GS-7 QUALIFICATION REQUIREMENTS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience includes: Experience performing routine clerical assignments, gathering and analyzing basic facts, and drawing conclusions regarding an assigned project or program; communicating factual and procedural information clearly, orally, and in writing; utilizing automated information systems to research and apply policies, regulations, laws, guidance, process technology requirements, and experience assisting with special projects and/or programs.

you may qualify based on education as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

GS-9 QUALIFICATION REQUIREMENTS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience includes: Experience with fundamental Human Resource Management (HRM) laws, principles, systems, policies, methods, and practices; utilizing analytical and research techniques to conduct factfinding and recommend solutions to recurring issues and problems; assisting with conducting a variety of analytical studies and/or projects involving HR systems. Experience utilizing HR systems and knowledge of specialized technologies (for example: off-the-shelf software, requirements management and security management systems, and SharePoint/Web development tools). Experience communicating factual and procedural information clearly, orally, and in writing.

you may qualify based on education as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

GS-11 QUALIFICATION REQUIREMENTS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: Experience applying a wide variety of human resources (HR) concepts, laws, regulations, principles, and practices to develop, deliver, manage, and maintain HR information systems and provide technical advice and recommendations to management regarding HR technologies. Experience with HR systems that employ specialized technologies, including off-the-shelf software, requirements management and security management systems, and SharePoint/Web development tools. Experience with project management including developing plans and schedules, estimating resource requirements, defining deliverables, monitoring activities, and evaluating and reporting on accomplishments. Experience gathering and coordinating HR technology needs to IT and evaluating the effectiveness of installed Human Capital systems and services. Experience using oral and written communication techniques to present findings and recommendations and prepare project papers and briefings for management.
