Description This is a U.S. Public Health position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Healthcare Compliance, Medical Quality Management Unit (MQMU). This is non-supervisory position.

This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.
DUTIES AND RESPONSIBILITIES:
  1. The IHSC Compliance Program Analyst has the responsibility of monitoring compliance of all required elements within IHSC policy and accreditation to include the administration of the internal review, quality, and productivity initiatives for the organization.
  2. Assists the lead Program Analyst with analytical functions of the IHSC internal monitoring (i.e., Quality Review Program) for compliance.
  3. Assists in defining and initiating compliance projects to ensure the ultimate success and acceptance of the program.
  4. Provides input to the Senior Compliance Program Administrator on policies and procedures that will impact the operations of the unit and the measurement of workload.
  5. Works with Senior Compliance Program Administrator to identify issues related to compliance and develop strategic and long-range planning efforts.
  6. Collaborates with internal and external stakeholders to ensure compliance with the IHSC internal monitoring (i.e., Quality Review Program) for compliance; assists in monitoring of corrective action plan/SAPs.
  7. Develops and conducts effective compliance training and education.
  8. Provides logistical support and serves as liaison to IHSC sites to assist with information flow and management of assignments.
  9. Monitors incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly.
  10. With guidance, performs program diagnostics to include research, data analysis, and resolving complex issues.
  11. Assists with efforts to enhance the organization and processes affecting the healthcare system, e.g., (quality improvement, risk management, patient safety, utilization review, and credentialing and privileging).
  12. Participates on process design teams; initiates and executes special projects; ensures all requirements of compliance and accreditation are met.
  13. Manages incoming actions and requests from initial receipt to completion.
  14. Monitors completed actions for accuracy against policy and procedure and ensures action is closed out appropriately.
  15. Conducts analytical studies on operational processes and serves as contact for leading these projects.
  16. Works effectively with senior management and others in implementing and evaluating policies, plans and internal operational systems.
  17. Designs or assists with data reporting and decision support tools to enhance the efficiency and efficacy of administrative and assessing clinical processes and patient care delivery.
  18. Develops and uses national tools and knowledge products, including surveys, databases, reports, database applications, and tracking & monitoring systems.
  19. Validates data and ensures the accuracy of information delivered.
  20. Ability to travel based on position requirements but no more than 35%.
  21. Other duties as assigned.
PHYSICAL DEMANDS:
  1. Requires physical exertion such as lifting objects greater than 30 pounds.
  2. Required to perform CPR/emergency care standing or kneeling.
  3. Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self)
  4. The work may necessitate some physical characteristics that will be required when responding to an emergency, such as running short distance, prolonged standing and working in an austere environment.
  5. Must perform the duties of job in a stressful and often austere environment without physical limitations.
  6. Must be able to travel (up to 35%).
