The incumbent serves as a Senior Engineer in the Large Business and International Division (LB&I), providing supporting the identification, development, and appropriate resolution of technical engineering and valuation issues. Valuation issues may include business valuation of tangible and intangible property along with real property appraisals. The incumbent will serve as a technical expert, providing advice on a Service wide basis. The incumbent will independently research and provide guidance on all aspects of engineering and valuation issue(s) and will identify resources needed to develop and resolve technical issues.

The following are the duties of this position at the full working level.
  • Serves as a technical engineering expert on designated engineering and valuation issues and provides advice that may impact tax compliance strategy and the examination program. Facilitates, coordinates and provides collaboration in the support of the identification, development, and resolution of engineering and valuation issues. Exercises significant responsibility in the planning, directing, and coordinating of engineering activities, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Serves as coach and mentor to team by leveraging technical expertise and audit techniques and experience appropriate for certain areas of issue specialization. Employees assigned to this position description provide leadership duties to a team of Engineers on a regular and recurring basis and for at least 25% of the employee's work time.
  • Monitors and reports on the status and progress of work and coordinates the preparation, presentation and communication related to the progress of the team to appropriate internal and external stakeholders. Provides advanced engineering feedback, technical expertise, and recommendations with multiple stakeholders and senior-level audiences. May be assigned projects involving the development and delivery of new work practices and training programs. May testify in court as an expert witness. Collaborates and communicates frequently to discuss guidance and new approaches to emerging or existing issues.
  • Ensures that the IRS's strategic plan, mission, vision, and values are communicated and integrated into the organization's goals, work products, and services.
  • Identifies emerging issues, provides training, collaborates with counsel on guidance projects, and participates in Industry Issue Resolution (IIR) projects.
  • Engages with a broader community, such as internal, external, senior-level, Appeals and Counsel personnel, on topics related to relevant engineering and valuation issues, answering questions from the field, and provides external speakers to expand knowledge. Leads or participates in Practice Area calls or events. Ensures emerging or strategic issues are identified. May make recommendations for changes to the development of formal or informal guidance affecting technical or engineering subject matter.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS IOR:
Four (4) year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must:
1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or
2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A Combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by meeting one of the following:
1. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.
3. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements.
4. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

AND

SPECIALIZED EXPERIENCE GS-14:
You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: Experience applying fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; Adapting and applying methods and techniques of related scientific disciplines; and organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems; Experience with basic tax laws relating to land, buildings, plant facilities, machinery, transportation equipment, patents, contracts, goodwill etc.; Experience with law and legal documents dealing with real and personal property and transfers; Experience with pertinent industry practices, procedures, and methods; Standard, accepted real estate appraisal procedures, such as the cost, market, and income approaches to value; Experience working with standard analytical techniques and procedures. Interdisciplinary approach to determine the tax effect of multiple issues. The valuation problems encountered are highly complex and require extensive specialized experience necessary to understand the valuation and tax implications of a variety of engineering and financial transactions, both domestic and international.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
