Basic Function


This is a highly skilled position operating as a flight crew member with the primary duty as a Tactical Flight Officer (TFO) in an aircraft which is owned, leased, or rented by the Office of Attorney General (OAG) or the Commonwealth of Pennsylvania.


An employee in this position is assigned as a Tactical Flight Officer (TFO) in the conduct of OAG business. The TFO is responsible for the law enforcement mission during aviation operations. Work involves the scheduling, coordination, and mission planning with ground units requesting aviation assets. This position is responsible for the operation of specialized mission equipment to include forward looking infrared (FLIR), day TV cameras, low light cameras, short wave infrared, video evidence recorders, augmented reality system (ARS), tactical down-link, police radios and clone ports, infrared laser systems, video monitors, and satellite communications. The TFO is tasked with the upkeep of all mission equipment to include software upgrades and coordination with equipment manufacturers for routine maintenance and repairs. 


Work is assigned in the form of general instructions and reviewed by the Director of Aviation for adherence to established safety standards.


This position will require certification and proficiency in the operation of special mission equipment utilized on board OAG and Commonwealth aircraft.



  • Directs the operation of law enforcement mission equipment on board law enforcement aircraft
  • Schedules and de-conflicts mission requests submitted to the Aviation Unit
  • Plans missions and is the direct liaison between aviation assets and ground units
  • Conducts preflight inspections and upkeep of all mission equipment on board aircraft ensuring that all equipment is operational
  • Maintains and relocates ground to air mission equipment to include radios and portable receive sites
  • Maintains and stores video evidence in accordance with agency regulations
  • Compiles end of month and annual statistics and reports
  • Maintains relationships with local, state, and federal law enforcement agencies
  • Schedules and conducts VIP transport operations and acts as a direct liaison with executive protection details
  • Ensures aircraft cleanliness
  • Ensures hangar cleanliness and OSHA compliance
  • Maintain proficiency in all tasks
  • Performs related work


  • Experience operating as a Tactical Flight Officer being the sole manipulator of all mission equipment during law enforcement aviation operations

Necessary Special Requirements

 

  • Applicants will be required to provide a minimum of six days of availability per month.
  • Must be able and available to operate in a fast-paced environment with irregular work hours
  • New hires will be required to have FLIR/Thermographer qualification within the first 12 months of employment.
  • New hires must complete a Fixed-Wing Operations Course within the first 12 months of employment.


  • Experience operating WESCAM and/or FLIR camera systems or an equivalent
  • Experience operating Shot Over and/or Churchill Augmented Reality System (ARS)
  • Experience operating Technisonic TDFM-9300 police radio or an equivalent
  • Experience operating tactical down-link broadcast and receive equipment to include portable receive sites
  • Proficient in air to ground communications
