This position is also being announced to applicants eligible to apply through Merit Staffing procedures under
25-PAE-12664408-IMP.At the full performance level, the Budget Analyst will be responsible for planning, implementing, and administering the full spectrum of budget and financial management services.
If selected for this position, the Budget Analyst will receive formal and/or on-the-job training, as needed. Specific duties will include:
Compares figures in current estimates of funding needs by line item or object calls with prior year expenditures.
Runs reports, as appropriate, to research obligation errors and anomalies. Provides a wide variety of budgetary reports. Reports may center on specific topics in budget submissions, obligations, funds availability, agency program direction, etc., and costs of operations.
Conducts periodic reviews, identifying any problems or issues involving the obligation process.
Compiles information for audit results and works in resolving problems and identified issues. Prepares financial documentation for audits. Assists in responding to audit questions and findings.
Assists in the preparation of district budget requests.
Reviews and analyzes program fund requirements submitted by district program managers and recommends allocations after receipt of operating plan allowances from the Executive Office. Duties require the review and analysis of past obligations, accomplishment of program objectives, and compliance with current priorities.
Determines the availability of funds for reallocation due to unforeseen circumstances.
Recommends sources of funds, as required, if options are available.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
GS-09:
To be eligible at the GS-09 grade level, the applicant must meet at least
ONE
of the following conditions,
as defined below
: Specialized Experience, Education,
OR
a combination of both Education and Specialized Experience.
Specialized Experience
: One full year of specialized experience equivalent to the GS-07 grade level.
Specialized experience is defined as experience performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices and methods to perform budget execution, formulation, financial reporting, and internal control functions. Examples of specialized experience include verifying obligations and expenditures occurring on a timely basis in accordance with regulatory controls and within the amounts programmed; controlling administrative and program funds to assure all issuances are not in excess of latest approved allowances; and overseeing the processing of travel authorizations, foreign travel packages and travel vouchers and/or claims.
Education:
One of the following types of education
in a related field
(e.g., Accounting, Financial Management, Public Administration, Business Administration): a Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
Combining Education and Experience
: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
GS-11:
To be eligible at the GS-11 grade level, the applicant must meet at least
ONE
of the following conditions,
as defined below
: Specialized Experience, Education,
OR
a combination of both Education and Specialized Experience.
Specialized Experience
: One full year of specialized experience equivalent to the GS-09 grade level.
Specialized experience is defined as performing budget or financial management work which demonstrates thorough knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples of specialized experience include gathering statistical data needed for financial reporting, reviewing the accuracy of budget and program data, monitoring obligations and expenditures, compiling budget requests, formulating and executing the budget; overseeing financial management operations; conducting audits, tracking funds, and developing statistical reports.
Education:
One of the following types of education
in a related field
(e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D. or equivalent doctorate degree;
OR
3 full years of progressively higher level graduate education leading to such a degree; or LL.M, if related.
Combining Education and Experience
: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
Interagency Career Transition Assistance Plan (ICTAP)-
The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
