Description This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Logistics Management Specialist, you will work together with the NETL Organization Property Management Office (OPMO) to provide staff guidance on DOE policies and procedures governing personal property management, transportation, and supply management activities.

As a Logistics Management Specialist, you will:

  • Provide technical guidance to Federal Employees and Contractors.
  • Property Management for operation of a centralized property control system which establishes and maintains responsibility for property accountability in the organization.
  • Develop statement of work for site support contracts pertaining to property management procedures and directives.
  • Analyze the overall motor vehicle program for the proper acquisition, use, maintenance, and disposal of all vehicles.
  • Act as utilization officer for the NETL organizations.
  • Oversee the utilization and reassignment of Laboratory-owned property and the excess and surplus property disposal program.
  • Oversee equipment loan process
  • Oversee the purchase of bulk fuels & gas cylinders
  • Serve as precious metals officer and provide necessary guidance
  • Serves as the liaison between the Federal Government and Contractors to establish logistical requirements for long term mission goals and special projects.
  • Serves as purchase reviewer for Government property.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting TWO (2) of the following:

  1. Overseeing the utilization and reassignment of Laboratory-owned property and the excess property disposal program.
  2. Assisting in the development and implementation of inventory procedures and techniques.
  3. Preparing annual motor vehicle reports and the Annual Alternative Fuels Vehicle (AFV) plan.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  1. Serving as a technical expert providing guidance on policies and procedures governing personal property management, transportation, and supply management activities.
  2. Analyzing motor vehicle program for proper acquisition, use, maintenance, and disposal of all vehicles.
  3. Establishing and maintaining responsibility for property accountability in the organization.
  4. Maintaining accountability for all government property.
