Description You will serve as a Supervisory Management and Program Analyst of CNSSC OPERATIONAL SUPPORT FIELD.You have one year of Management and Program Analyst specialized experience providing leadership, management, and/or supervision equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. You have experience applying a knowledge of program management, contracting and financial principles, practices and methods sufficient to serves as the DON senior technical authority, cross-functional coordinator, expert consultant, and advisor for overall management and administration of the Navy Government Travel Charge Card (GTCC) Program and Defense Travel System (DTS). You have experience functioning as a card management expert and consultant with the responsibility for program evaluation studies applying quantitative and qualitative methods to develop new procedures and methods to measure program accomplishments, results, and effectiveness involving electronic Travel programs. You have experience leading staff members in development of procedures, architecture, and planning to support consistent implementation of electronic financial charge card management, throughout the DON. You have experience providing a wide range of substantive oral and written presentations and reports to high level officials, both civilian and military.

Examples of specialized experience may include the following: 1) Initiating research and development of new concepts, technologies, and applications of financial charge card and electronic transaction technology; 2) Gathering budget/execution implementation plans, configuring management plans, life cycle management documentation, and/or other supporting records in support of division programs; 3) Plan, organize, and direct team study work, recommending or arranging for needed development and training for team members; 4) Negotiate with management to implement recommendations where proposals involve substantial agency resources which require a change in established procedures; 5) Review attainment of electronic financial charge card program milestones in order to identify and correct deficiencies that may jeopardize timely accomplishment of program objectives in support of Defense Travel System and Travel Card Programs; and/or (6) Serve on a contractual technical evaluation/pricing proposal panel, or as a Contracting Officer Representative (COR) for a Charge Program.
