Description The ideal candidate will have knowledge in a full range of complex assignments related to FEMA's Hazard Mitigation Assistance (HMA) programs that includes the Hazard Mitigation Grant Program (HMGP). In this Grants Management Specialist (Mitigation) position, you will perform work that involves implementing and managing grant programs, ensuring proper reporting requirements and financial reconciliation of projects, and providing related technical assistance and services to external stakeholders.

What will I do in this position if hired?

In this Grants Management Specialist (Mitigation) position, you will perform work that involves managing the completion and closure of grant-funded projects of Hazard Mitigation Assistance (HMA) grant programs. Day-to-day, the incumbent will use analytical thinking and problem-solving skills, manage multiple projects and deadlines, and work independently or as a part of a team.

Typical assignments include:

  • Supporting closeout activities related to hazard mitigation grants.
  • Applying grant closeout operations and adheres to long-range closeout objectives.
  • Monitoring the lifecycle of the grants and identifying programmatic issues.
  • Interpreting any applicable federal or organization regulations, policies, and guidelines.
  • Providing technical assistance to internal and external stakeholders on closeout activities.
  • Assisting in other grant lifecycle activities and special projects as assigned.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4 Year , excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

This position has promotion potential to the IC-12 Grade. Promotions are dependent on your ability to perform the duties at a higher level, successful performance review displaying at least one year of experience at the lower grade, the continuing need for an employee assigned to the higher level, and management approval.

To qualify for this Grants Management Specialist (Mitigation) position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  1. Assisting with interpreting and/or applying laws, regulations, or policies related to grants management;
  2. Assisting in the implementation or management of award agreements; and
  3. Assisting with drafting guides, policies, or procedures.

OR

Master's or equivalent graduate degree; or
2 full years of progressively higher-level graduate education leading to such a degree; or
LL.B. or J.D.

OR

Combination of education and experience.

To qualify for this Grants Management Specialist (Mitigation) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  1. Applying laws, regulations, and/or policies related to grant management operations;
  2. Drafting grant documentation or financial status reports; and
  3. Collaborating with internal and external stakeholders related to grants projects or services.
OR

Ph.D. or equivalent doctoral degree; or
3 full years of progressively higher-level graduate education leading to such a degree; or
LL.M.

OR

Combination of education and experience.

  1. Monitoring grants management operations to ensure compliance with applicable laws, regulations, and policies;
  2. Developing or implementing grant management related policies, standards, regulations, practices, or procedures; and
  3. Providing guidance to internal and external stakeholders regarding grant policies or programs.
