This position is located at Bureau of the Fiscal Service, Deputy Assistant Commissioner Planning, Policy and Innovation. As an Interdisciplinary - Economist/Mathematician/Statistician, providing quantitative, econometric, statistical, and predictive analyses related to the recovery and resolution of delinquent debt owed to the United States government.

As an Interdisciplinary - Economist/Mathematician/Statistician, you will:
  • Be responsible for providing economic research, either in a team or independently, and serve as a subject matter expert in the field of economics.
  • Create, test, and deploy predictive, machine learning, algorithms for the purpose of segmenting debt portfolio.
  • Create, test, and explain, financial forecasts. These forecasts are to be used for the purpose of decision making, fee setting, and portfolio analysis.
  • Create experiments to test the validity of debt collection strategies.
  • Analyze the effectiveness of existing predictive models and optimization strategies.
  • Compare a variety of forecasting models in order to select the most appropriate one.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as experience conducting studies requiring analysis of statistical data used in making operational decisions and experience presenting intricate, detailed data to various audiences.

Examples of this experience may include:
-Experience applying and interpreting forecasting models to inform policy decisions; OR
- Experience applying and interpreting machine learning models for the purpose of prediction. OR
-Experience using econometric modeling for purpose of prediction; OR
-Experience advising internal and external stakeholders on project details and making recommendations for further analysis and/or process improvements.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.Basic Requirements for Economist Series, 0110

A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:
1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.

Basic Requirements for Mathematics Series, 1520

A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Requirements for Statistician Series, 1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
