Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. This public notice will be used to fill the positions listed below at multiple grade levels and locations.
  • Economist: Grades GS-11 through GS-15
Applicant Expiration: Applications will expire 4 months after submission/resubmission. To remain eligible for consideration, reapplying is required.

Duties may include but are not limited to:
  • Monitoring changing requirement for health economic data relating to the health care system, specifically concerning health promotion and protection through participation in national and international meetings and through contacts with other components of agencies of HHS, other Federal Departments.
  • Recommending priorities for economic evaluations and policy assessments of public health activities including strategies, programs, and process.
  • Providing economic guidance and expertise on the health and economic consequences of alternative programs, policies, and legislative proposals affecting public health and disease prevention.
  • Authoring manuscripts or technical reports reflecting the results of his/her projects and studies and arranges for publication of such documents after approval by appropriate reviewing officials.
Basic Qualifications:
  • Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

or

  • Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Minimum Qualifications:
  • GS-11:
    • At least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR
    • At least 1 year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include experience conducting quantitative research or analytical studies on the economic effects of government policies and programs; and identifying relevant information to evaluate the economic impact of a project, program, or policy on an area's economy OR
    • A combination of education & experience
  • GS-12:
    • At least 1 year of specialized experience, equivalent to the GS-11 grade level in the Federal service, to include experienceconducting scientific research projects by collecting, analyzing, and interpreting public health economic data.
  • GS-13:
    • At least 1 year of specialized experience, equivalent to the GS-12 grade level in the Federal service, to include experience designing and implementing public health economic data; and conducting scientific research projects by collecting, analyzing, and interpreting public health economic data.
  • GS-14:
    • At least 1 year of specialized experience, equivalent to the GS-13 grade level in the Federal service, to include experience providing leadership and direction for health economic research on cost-effectiveness, modeling, and return on investment to assess the effect of prevention and treatment on health outcomes and health care costs.
  • GS-15:
    • At least 1 year of specialized experience, equivalent to the GS-14 grade level in the Federal service, to include experience providing operational leadership in the development and implementation of economic analysis, research, studies and projects for cost and benefit analysis.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
