Description This position is in a National Labor Relations Board Field office. The Field offices represent an operating arm of the Agency and a means through which both the Board and the General Counsel interact with the public.

The incumbent is responsible for performing representation case work and conducting elections.As a Case Representation Specialist, GS-0301-9, your typical work assignments may include:
  • Conducting all necessary investigations and analyses to establish facts and issues - including the conduct of subsequent investigations which may be directed by the supervisor.
  • Independently conducting negotiations with the petitioner for withdrawal or with the parties concerned for agreement to have an NLRB-conducted election.
  • Analyzing petitions filed in the Regional Office.
  • Preparing documents and issuing subpoenas for hearings and scheduling court reporter and courtroom for hearings.
Ideal Candidate Statement
The ideal candidate has case management experience ranging from relatively simple to cases which involve more elements of moderate difficulty. The candidate has a thorough understanding of conducting elections and has a thorough understanding how to complete all basic phases of case processing. Attention to detail is critical to the completion and review of case work. Excellent communication skill is desired.

Minimum Qualifications
To qualify for this position, applicants must have one year of specialized experience equivalent to the GS-07 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Case Representation Specialist at the GS-09 grade level.

Specialized experience includes:
  • Experience conducting investigations and analyzing election case information for processing;
  • Experience communicating technical information to a variety of audiences such as pre-election conferences or training; and
  • Experience preparing and reviewing case documents and case records for quality control and consistency.

Time In-Grade Requirements
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-07 grade level or equivalent grade level of federal service is required to qualify for the GS-09 grade level.

(NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive). As a current NLRB Career or Career Conditional employee in the Competitive Service, you may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1". A copy of your SF-50 must be provided for verification.)
