We are looking for someone to support the Annuitant Accounting team in developing, maintaining, testing, and managing comprehensive Office of Financial Management internal control environment for both general accounting and public market accounting.  A successful candidate for this position will be able to demonstrate the following: proficiency in MS Excel and Word; strong attention to detail/technical acumen; excellent interpersonal and communication skills both written and verbal; collaborative work ethic; ability to comprehend and synthesize complex financial and qualitative review concepts; and a robust attention to detail with the ability to analyze data, form conclusions, and provide recommendations.

The Pennsylvania Public School Employees' Retirement System (PSERS, 
www.psers.pa.gov), is an agency in the Commonwealth of Pennsylvania that administers the pension plan for Pennsylvania's public school employees and two post-employment healthcare plans for eligible PSERS retirees.  The mission of PSERS is to maintain a financially sound System that supports over a half million members with Net Assets of $75.9 billion as of March 31, 2022.  This position will play a contributing part in ensuring PSERS fulfills its mission and values.

PSERS is located in Harrisburg, PA, a mid-size city situated along the Susquehanna River.  The Harrisburg area is affordable and near many attractions including Hershey, and it is only two hours from major cities and airports like Philadelphia, Baltimore, and Washington D.C.


As an Investment Accounting Specialist, you will be primarily responsible for the development and enhancement of the internal control environment framework of the Annuitant Accounting, Healthcare Accounting & Hybrid Plan Accounting sections in the Office of Financial Management (OFM).  The primary purpose of this role is to assure the internal control environment is comprehensive, complete, documented appropriately, and operating effectively.  You will have the opportunity to work in conjunction with other areas in the PSERS organization to develop and maintain a comprehensive internal control framework of PSERS organizational process on an end-to-end basis.  This professional will organize, interface, coordinate, and respond to internal and external audit requests and documentation needs.  This position reports directly to the Annuitant Accounting Manager and operates with considerable independence, as this is a position that is expected to function with authority and autonomy.

Work Schedule and Additional Information: 

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A Bachelor’s degree; and two or more years of professional accounting or auditing experience, which includes one or more years of professional investment accounting, investment auditing or investment operations experience; or
  • Business-related Master’s degree or designation as a Certified Public Accountant may be substituted for one year of general accounting or auditing experience.

 

Additional Requirements:

  • You must be able to perform essential job functions.

 

Preferred Qualifications (not required):

  • A Bachelor's degree in Finance or Accounting
  • One or more years of relevant internal control experience
  • Experience or education in financial reporting and/or financial auditing
  • Experience or education in investment accounting and/or general accounting
  • Certification in one or more of the following:
    • Certified Public Accountant (CPA) 
    • Certified Government Financial Manager (CGFM) 
    • Certified Treasury Professional (CTP)
