Vacancies will be filled in the following specialty areas:
Taxpayer Services Operation Support, Capital Management & Oversight

The following are the duties of this position at the full working level:
  • Advises managers and executives in critical and/or sensitive and confidential matters, including personnel related matters and is proactive in anticipating customer needs for their assigned programs. Decides or settles upon general principles, plans or courses of action. Brings about the adoption of general principles, plans or courses of action for W&I.
  • Provides project management, assessment, analysis, consultation, guidance, and recommendation in support to supervisors, analysts, and various project leaders or project support personnel in support of strategic human resource objectives.
  • Serves as customer advocate. Assists and coordinates planning; conducts data tracking, validation, and analysis; as well as develops, executes, and monitors complex programs, objectives, initiatives, and strategies.
  • Serves as human capital liaison, including but not limited to workforce organization design, hiring, recruitment, performance management, labor and employee relations, leadership succession planning, disability, and accessibility, and learning product development. Conducts analytical and evaluative staff work relating to program efficiency and effectiveness. This includes Financial Management & Oversight including budget formulation and execution.
  • Guides the practice areas in planning, organizing, and/or leading all phases of multifunctional efforts to evaluate plans and proposals for projects involving broad areas of work processes, operational practices, and integration between various functional areas. Projects and studies involve providing technical expertise, directing the analysis and evaluation of plans and proposals for projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and recommending or formulating new or revised policy.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:

  • Experience performing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to serve as an advisor to management.
  • Experience applying management principles and processes to perform project/program management duties and coordinating program objectives and outcomes.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
