Director of Learner Services
Position Summary:
Working full time from one of our Family Service Centers
, the Director of Learner Services will ensure the continuity of CCA goals and vision as it pertains to providing special education, related and psychological services to the learners of CCA and enable and provide more direct collaboration with both staff and families. The Director of Learner Services serves as the principal member of the CCA’s special education department responsible for implementation and continuous improvement of CCA’ responsibility to providing evaluation services and related services to all CCA learners in accordance with the requirements of federal and state law, Board policies, and administrative guidelines
The Director of Learner Services will provide an appropriate escalation point for families, internal team members and external stakeholders. This position will assist Special Education leadership in ensuring that eligible special education learners are appropriately evaluated within timelines and related services are delivered per the IEP of each learner. .
As with all members of the special education team, the Director of Learner Services will work closely with other directors, principals, supervisors, assistant principals, teachers, coaches, and parents to ensure that learners with IEPs are receiving an appropriate and effective educational program in the least restrictive environment and will operate in compliance with all state and federal laws and regulations. The Director of Learner Services must be proficient in the management, evaluation and implementation of related and psychological services, effective instructional practices in special education as well as related laws and regulations. This position reports to the Associate Vice Provost of Special Education Operations.
Responsibilities:
Ensures the implementation and assignment of related services for learners with special education and 504 service agreements
Plans for and directs professional and non-professional staff by developing, coordinating and ensuring implementation of effective systems-wide process and procedures for special education evaluations and related services.
Supervise and evaluate professional and non-professional staff as required by certification level.
Oversee the day-to-day operations for the related services and evaluation services teams to include both internal staff and external contracted providers.
Coordinate and deliver professional development to related service providers, teachers, support staff and parents.
Working with the Manager of Contracted Related Services to seek additional contracted providers to provide related and evaluation services to CCA learners to meet the growing needs of the school.
Works collaboratively with the team to coordinate the development and implementation of IEPs within the guidelines of federal law and assures that all learners have appropriate and functional related services.
Monitors and ensures CCA’s compliance with learner’s special education rights. Stays up-to-date with and ensures changes are communicated regarding federal and state special education laws, regulations, standards, guidance, forms and related matters.
Supervises the implementation of the School-Based ACCESS program along with the members of the Business Office team.
Reviews related services invoices for accuracy
Implement standardized processes, required forms, and protocols for special education for evaluation and related services, and review regularly for recommendations for improvements.
Provide internal audit and enforcement of and compliance with applicable statutory and regulatory requirements to avoid legal challenges and negative monitoring outcomes.
Develop and work collaboratively with CCA leadership, special education professionals, and other school staff to set the direction and hold staff accountable to overall departmental goals and priorities as well as to ensure alignment of these goals with CCA mission and vision.
Participate directly in IEP meetings, consultations with parents and staff, and other special education related activities for individual learners.
Work with staff in providing recommendations on the most appropriate resources to provide to special education learners.
Communicate frequently, professionally, and collaboratively with families and staff related to special education services.

Requirements
Bachelor’s degree in Accounting, Finance, Management, Education, Special Education, or related area.
Expertise in special education, law, compliance, or internal audits.
Excellent communication skills, both oral and written.
Customer focused approach.
High degree of flexibility.
Demonstrated ability to work well in fast-paced environment.
Technologically proficient (especially with Microsoft Office products).
Travel is required
Experience in policy (IDEA) and/or administration with Special Education
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
This is largely a sedentary role. Requires the ability to lift, squat, sit, bend or stand as necessary. Ability to travel to other sites/locations as needed.

Required Education and Experience
Bachelor’s degree in Accounting, Finance, Management, Education, Special Education, or related area.
Minimum of 2 years of experience in special education and/or administration; special education law; law; auditing; or combination thereof.
Preferred Education and Experience
Masters’ Degree in Accounting, Finance, Management, Education, Special Education, or related area or Juris Doctor degree.
5 years of experience in special education and/or administration; special education law; law; auditing; or combination thereof.
Pennsylvania Special Education Supervisor’s Certificate; Pennsylvania Principal Certificate; Pennsylvania Superintendent Letter of Eligibility or Commission Qualification Letter; or license to practice law before the Pennsylvania state and federal courts.
