Description This vacancy is for a GS-0301-12, Command Center Specialist located in the Department of Homeland Security, U.S. Coast Guard, SECTOR DELAWARE BAY COMMAND CENTER in PHILADELPHIA, Pennsylvania.

You will serve as a Command Center Specialist and will serves as the direct representative of the Sector Commander for mission execution within the Sector Delaware Bay Area of Responsibility (AOR). The CDO is a critical component of the Command Center (CC) watch construct designed to optimize the functionality of the watch in support of the command's operational objectives, maximize coordination with staff/duty elements and port partners, and mitigate risks for all mission areas. The position requires the incumbent to maintain real-time situational awareness, execute command and control, and oversee operations across multiple Coast Guard mission areas, including Search and Rescue (SAR), Law Enforcement, Ports, Waterways, and Coastal Security (PWCS), Marine Environmental Response (MER), Living Marine Resources (LMR), and Marine Safety. The incumbent oversees responses to critical incidents, manages resources, and directs tactical operations while maintaining effective communication with internal and external stakeholders. As a senior watchstander, the incumbent is also responsible for providing training and mentorship to CC personnel and presents findings and recommendations to the Sector Commander and senior leadership..

  • Oversees and Monitors all Coast Guard Missions in the Sector Area of Responsibility (AOR) Partners with various operational teams to coordinate and monitor multiple mission types (SAR, LE, PWCS, MER, LMR) to ensure mission success. Effectively allocates resources such as personnel, assets, and equipment to maximize mission efficiency, and adjusts resources in real time as needed to meet evolving operational demands. Maintains a situational awareness of all ongoing operations, ensuring a comprehensive understanding of the current state of all missions..
  • Maintains Oversight of Command Center Training Program Primarily accountable for the administration of the unit-training program. This includes development, administration and maintenance of a comprehensive training program for all four watch positions, with oversight of all required performance qualification standards, training modules, recertification standards, on-the-jobtraining (OJT) and unit indoctrination.
  • Interacts with Various Groups and the Public Acts as the primary point of contact for both internal stakeholders and external agencies, providing updates on the status of ongoing operations. Maintains clear communication channels with local, state, and federal agencies to ensure cohesive efforts across the broader mission landscape. Additionally, provides operational updates and communicates effectively with the public as needed, ensuring transparency and accountability in operations.
  • Presents Findings and Recommendations Provide briefings to the Sector Commander and other members in key leadership positions regarding status of cases, intended actions, and recommendations. Develops correspondence, reports, analyses, and operational briefs using the Coast Guard standard workstation, and other data processing tools. Contributes recommendations to higher- level decision makers regarding project or program execution, and assists the SCC Supervisor with development of SCC measures of effectiveness.

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

  • Master-level knowledge of the Coast Guard SAR program and policies, Law Enforcement operations, pollution response, and marine safety programs with at least 2 years of Command Center experience.
  • Master-level knowledge of Coast Guard mission systems, such as Rescue 21, SAROPS, or other relevant operational tools with at least 2 years of operational experience.
  • Knowledge of CG standard workstation programs including word processing, spreadsheets, data bases, desktop publishing, etc., for use in developing correspondence, reports analyses, and disseminating operational information.
  • Knowledge of all Coast Guard missions, including SAR, PWCS, Law Enforcement, Maritime Safety, Maritime Mobility, MER, and National Defense with at least 2 years of operational Command Center experience.
  • Clear understanding of all applicable CG training requirements for Command Centers and experience in providing and tracking training programs.
