This position is located in the Procurement Branch United States Mint field locations. The office is responsible for procurement operations at a multi-million dollar industrial facility, requiring the acquisition of equipment (complex minting machinery), services, construction, and supplies.

The following are the duties of this position at the GS-12 level.  If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Contract Specialist, you will:

  • Provide guidance to technical personnel involved in development of the statement of work and solicitation documents.
  • Ensure that the bid schedule is properly structured, prepare the solicitation, determine sources to be solicited, conduct pre-bid conferences, process protests, the responsiveness of bids and determine the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey, and award of the contracts.
  • Plan the procurement action with technical, legal, and financial personnel. Provide guidance in the development of the statement of work, and solicitation document, determine the type of contract best suited to the requirement, and develop special clauses and terms and conditions applicable to the solicitation.
  • Monitor existing and or new contracts during the life of the contract to determine if all requirements are being met and price costs are not exceeding estimated amount.
  • Maintain contractual documentation in accordance with guidance and exercise judgment to discern what documentation is appropriate to keep for the record and communicate within the supervisory chain within the facility and outside as necessary. 

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: 

- Experience with procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND
- Experience with contracting methods and contract types, such as fixed price or cost reimbursement, including required clauses and special provisions; AND
- Experience with contract writing systems, financial systems, or other electronic procurement databases and systems; AND
- Experience with procurement laws, regulations, policies, and procedures.
 
OR
You may substitute education for specialized experience as follows: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
 

Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: 

- Experience with contract types, such as fixed price or cost reimbursement, including required clauses and special provisions; AND
- Experience with contract writing systems, financial systems, or other electronic procurement databases and systems; AND
- Experience with procurement laws, regulations, policies, and procedures.

OR

You may substitute education for specialized experience as follows: 2 full academic years of progressively higher level graduate education leading to a masters or masters or equivalent graduate degree or LL.B. or J.D. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
 

Specialized experience: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: 

- Experience with contract systems, financial systems or other electronic procurement databases and systems; AND
- Experience with procurement laws, regulations, policies, and procedures.

OR

You may substitute education for specialized experience as follows: 1 full academic year of graduate education or law school or superior academic achievement.

For the grade levels listed above you may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
