Description This position is located at the Agriculture Research Service, Northeast Area, Pasture Systems & Watershed Management Research Unit. Incumbent performs a wide range of purchasing and contracting functions which include but are not limited to negotiating and recommending awards on the open market or under government contract. Work is conducted and completed within the scope of the assigned agency procurement authorization.

This position is located in University Park, PA.Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

GS-05:
Qualifying experience for GS-05 includes one year of specialized experience comparable to GS-04 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing procurement support and purchasing services;; and assisting in preparing and submitting purchase orders.

OR

Education: Successful completion of 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite.

OR

A combination of education and experience, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

GS-06:
Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing procurement support and purchasing services; using automated systems to monitor and report purchase or credit card billing statements; and preparing, and submitting purchase orders or service contracts.

GS-07:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing procurement support and purchasing services; purchasing supplies, services, construction, or equipment for an office; using automated systems to monitor and report purchase or credit card billing statements; and preparing and submitting purchase orders or service contracts.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
