Description This position is located within the Core Network Services line under the Office of Information Technology (OIT). CCS provides central engineering services and management of technical framework promoting one technology vision across the VA. Major Duties:
  • Supervises and directs staff responsible for enterprise-level infrastructure engineering activities in several critical areas within Core Infrastructure Engineering Services: Client Services, Architecture and Design, Business Systems Engineering, and Core Infrastructure Services.
  • Provides staff supervision and technical oversight of EIE activities including services of core IT expertise areas; candidate solution analyses; solution design synthesis; solution design integration. trade-off analyses; technical risk analyses and management; solution acquisition preparation. analysis and evaluation of quality attributes and requirement criteria. and technology governance review.
  • Provides mastery technical oversight to critical , enterprise-level projects that are national in scope, and contributes to VA mission by shaping the underlying IT architecture for the delivery of integrated services to veterans.
  • Provides mastery technical oversight to the development of exceptionally complex information to allow technically sound IT investment decisions that map to capital planning.
  • Provides mastery technical oversight of Reliability, Maintainability, and Availability (RMA) analyses of end-to-end solutions.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site.

Working Conditions: The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/ or management crises resulting in sometimes highly stressful work situations. The work requires almost constant use of a video display terminal.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements

Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is directly related to this position and has equipped the applicant with the knowledge, skills, and abilities to successfully supervise. Applicants must have one year of specialized experience equivalent to the GS-14 level performing or leading work such as: supervising and Leading enterprise-level IT programs and developing strategic plans aligned with organizational goals. Manage large-scale IT projects involving cloud migration, cybersecurity, and infrastructure modernization at the enterprise level, advises senior leadership on IT governance, emerging technologies, and risk management strategies, and oversees compliance with federal IT policies, standards, and security requirements.
