Duties involve budget formulation and execution, financial management, management of procurement and property functions, oversight of credit card program, and serves as the liaison for financial matters with management and executive staff.
Responsible for operation and maintenance of an integrated system of financial services that include accounting, budgeting, financial reporting, and procurement.
Responsible for exercising effective control over the financial resources.
Responsible for overseeing the direction and coordination of accounting operations which include cash processing and voucher examination.
Develops, implements, and analyzes tools of evaluation for the financial management program.
Coordinates all activities associated with the Financial Management Information System (FMIS), the on-line computerized budgeting and accounting system, the off-line accounting system for the Bureau of Prisons, the SENTRY Real Property System (SRPMS), the computerized real property system, the SENTRY Property System (SPMS), and the computerized personal property system.
Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this required for this position and are performed on a regular and recurring basis.
To be considered for the position, you must meet the following qualification requirements:
Education:
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-12: There is no substitution of education for specialized experience for this grade level.
OR
Experience:
GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of qualifying experience are:
GS-11:
- Experience in providing training for managers on travel regulations, budget allocation, and proper use of appropriated funds.
- Experience in monitoring various financial and managerial reports generated by the Financial Management Information System (FMIS) for the institution.
- Experience with inventory procedures, records retention and evaluation and classification procedures for both real and personal property.
GS-12:
- Experience with accounting and budgeting principles, concepts, theories and practices, and financial reporting agencies.
- Experience monitoring cost center fund balances for the facility and keeping managers informed of status of budgets.
- Experience with budget formulation and execution, financial management, management of procurement and property functions, oversight of credit card programs, and serves as liaison for financial matters with management and executive staff.

Combination of Education and Experience:
GS-11 Only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
