Description
This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT) serving as an IT Specialist (DATAMGT). The primary purpose of the position is to analyze and test the capacity and performance of the VA technical framework.

Major Duties:
Provides technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components (i.e. Master Incident Management Plan, when applicable.
Installs and configures hardware, software, and peripheral equipment for system users in accordance with organizational standards.
Administers accounts, network rights, and access to systems and equipment.
Manage and configure back-ups and restores in a multi-tiered environment.
Daily monitoring of the following items relating to SAN NAS and back-up hardware and the relevant software and applications: 1) Performance issues; 2) Hardware failures; 3) Exceeded quotas; and 4) Unexpected growth.
Serve as project team member or lead supporting efforts of the team and the project manager, documenting progress and status regularly.

Physical Demands:
The work is sedentary, but may involve periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) components and supplies, reaching, pulling, and working at a keyboard and monitor. Subject to call back outside tour of duty.
Working Conditions:
The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks that require normal safety precautions.

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For the GS-11 position you must have served 52 weeks at the GS-09 level or for the GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Individual Occupational Requirement GS-11 GRADE LEVEL:

EDUCATION:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the following fields: computer science, engineering, information science, information systems management, mathematics, statistics, operations research, engineering, or technology management. You must possess one year of specialized experience equivalent to at least the GS-09 level.
Specialized experience for this position is defined as:
assisting with developing, implementing, installing, and configuring IT enhancements related to systems accessibility, software and the administration and management of IT system and databases; managing automated provisioning and patching as well as backup and recovery operations and virtualization technologies; identifying and anticipating system/server performance, availability, capacity, or configuration problems; supporting and assisting in the development of storage architecture.

Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have
