Duties for Program Specialist GS-0101-11/12 include but not limited to:
- Participates in reviews and site visits for the purpose of assessing grantee performance for compliance with Federal regulations.
- Collaborates with training and technical assistance providers to assure that program management, school engagement, and family engagement priorities are met.
- Analyzes continuation and competitive grant applications in order to identify issues, ensure budget document accuracy, and discuss applicable changes.
- Supports the organization at national, regional and state conferences, professional meetings, universities, and social service organizations to provide clarification on standard program requirements.
- Prepares reports for designated program operations, grantee activities, issues and accomplishments in order to properly track and account for progress.
Basic Qualification Requirements for All Grades:
A. Have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position.
B. Have a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
C. Have at least four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

For GS-11 Grade Level:
A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service performing at least three of the following: (1) Supporting the provision of guidance and technical assistance on early childhood program operations, regulations, policies, and procedures. (2) Participating in the assessment of an early childhood program through program analysis, where data was utilized to inform operational improvements. (3) Supporting oversight activities to monitor program operations for an early childhood program. (4) Contributing to the development of reports, memoranda, and other written responses for management and staff on operations.
B. Have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in behavioral or social science; or related disciplines appropriate to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy an academic year of graduate study.
C. Have a combination of experience as described in "A" above and graduate education as described in "B" above.
For GS-12 Grade Level:
Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service performing at least three of the following: (1) Providing guidance and technical assistance on early childhood program operations, regulations, policies, and procedures. (2) Assessing an early childhood program through program analysis, and utilizing that data to make recommendation for operational improvements. (3) Providing oversight activities to monitor program operations for an early childhood program. (4) Preparing reports, memoranda, and other written responses for management and staff on operations.
Desirable: The preferred candidate for this position is self-motivated with great interpersonal skills and demonstrated experience, possesses sound judgement and has excellent oral and written skills to prepare documents and communicate to a variety of stakeholders. OHS seeks candidates who have demonstrated experience in analyzing and initiating grant actions; providing on-going monitoring and technical assistance on early childhood program operations, regulations, policies and procedures; meeting critical deadlines in a fast-paced environment; and enjoy working independently as well as collaboratively with colleagues from a variety of backgrounds. In addition, candidates should be able to travel, and have proficiency in technology and Microsoft Office Suite.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
