Work Hours:          8:30 – 5:00


Salary Range:        Starting salary of $65,741; salary offered will be commensurate 

with experience


Basic Function


Operation PA STRIKE is a Multi-Disciplinary Team (MDT) consisting of employees from the PA Office of Attorney General (OAG), Salvation Army-New Day, Salvation Army-LIGHT, and Justice at Work.  The Howard G. Buffett Foundation (HGBF) has provided a five year grant to fund Operation PA STRIKE, and this position will be funded by the grant.  


The Operation PA STRIKE Program Manager functions as both a program manager and coordinator with its primary purpose being to ensure that all MDT goals are met and all grant funds are being used in accordance with grant requirements and the HGBF-approved proposal.  This position generally requires knowledge of management principles and processes for an MDT, the analytical and evaluative methods and techniques for assessing project development, and the ability to evaluate and improve MDT effectiveness and efficiency.  Effective collaboration with MDT partners will be required, and prior experience leading an MDT is strongly preferred.  The Program Manager must be a strong leader with prior experience in team building and efficient and effective dispute resolution.  This position will work under the day-to-day direction of the Chief Deputy Attorney General of the Human Trafficking Section. 



  • Coordinates, plans, and facilitates all required MDT meetings to include the kickoff site visit with the HGBF team
  • Develops substantive meeting agendas with input from MDT members and manages meetings to optimize participation and discussion of all viewpoints
  • Assists with interviewing and hiring for all grant-funded positions
  • Works to cultivate strong working relationships between MDT members, identifying and leveraging specific skills of all members and keeping members engaged and invested in the MDT’s mission
  • Fosters a cooperative and respectful culture within the MDT, recognizing and proactively addressing potential conflicts between members
  • Works with the Implementation Support Team (IST) Site Lead from HGBF to continuously review training and technical assistance needs for the MDT and identify and address areas of improvement
  • Engages in processes and the creation of protocols that encourage input and collaboration between MDT members and distribute responsibilities appropriately among members
  • Prepares and presents all deliverables required by HGBF to include:
    • Creating and maintaining a current MDT roster with all members and contact information
    • Preparing Annual Work Plans with MDT goals and key objectives
    • Preparing all MDT overview documents to include: a Purpose/Mission Statement and an organization chart laying out the leadership and structure of the MDT
    • Working collaboratively with MDT members to create protocols and evaluating and assessing the effectiveness of the protocols throughout the project, making adjustments as necessary
    • Assisting in the creation of the Outreach and Strategy Plan, and working collaboratively with the OAG’s Victim Services Administrator to develop training materials
  • Works collaboratively with the Victim Services Administrator to ensure that all members of the MDT are using a victim-centered and trauma-informed approach in all victim interactions and ensuring that there is continuous evaluation and improvement in this area
  • Collects, reviews, and approves all grant expenditures to include expenses incurred by OAG, sub-grantees, and outside entities which may entail the completion and/or processing of various invoices or forms
  • Works collaboratively with the OAG’s grant administrator, a staff member located in the Comptroller Section, to provide all necessary documentation and information necessary for reporting and compliance and to ensure all grant funds are being used in accordance with grant requirements and the HGBF-approved proposal
  • Provides regular updates to the MDT and ensures that all communication is open, transparent and appropriately tailored to the needs of the MDT
  • Performs other work as required


  • Bachelor’s degree in Public Administration, Criminal Justice, Public Health, Sociology, or a related field with five years of relevant work experience in a criminal justice, legal, or related field OR
  • Master’s degree in Public Administration, Criminal Justice, Public Health, Sociology, or a related field with three years of relevant work experience in a criminal justice, legal, or related field OR
  • Nine years of relevant work experience in a criminal justice, legal, or related field OR
  • Any equivalent combination of relevant education, training, and experience that would enable the individual to perform the duties of the job


  • Experience in the anti-trafficking space is strongly preferred
  • Experience with team building and/or leadership of an MDT strongly preferred
  • Comfortable working with individuals from a variety of backgrounds
  • Strong organizational, analytical, and written communications skills
  • Ability to quickly learn new programs and systems and facilitate improvement of those systems
  • Comfortable working in a fast-paced environment
  • Strong interpersonal skills and an ability to work well with others
  • Proficient in organizing and facilitating meetings in both a virtual and in-person format
