Description Position located in the Product Delivery Services office of OI&T. Incumbent serves as a Product Manager for one of more products varying in size and complexity. Provides oversight for development, analysis, and/or evaluation procedures for existing and potential products in PDS. Works closely with business Product Owner, IT leadership, and development staff to define and manage product direction, and provides business services in overall management of IT portfolios, products and projects.
The incumbent focuses on the execution of the product lifecycle. For new products, the employee identifies potential products, conducts product research, generates, and prioritizes product requirements, determines product specifications, timetables, market strategies, pricing, release plans and deployment. For existing products responsibilities include change management, implementation of product modernization efforts and delivery of capabilities, through retirement of obsolete functions and ultimate sunsetting of the product.

The incumbent develops and maintains strategic plans, develops methods to monitor and measure risk, compliance and assurance efforts, as well as ensuring that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organizational goals. The incumbent will act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction, and monitor all significant activities so services are delivered effectively.

Incumbent will be responsible for coordinating and managing the overall services provided to a customer end-to-end, performing needs analysis in order to determine opportunities for new and improved business process solutions. Additionally, provide ongoing optimization and problem-solving support, recommendations for possible improvements and upgrades, and conduct import/export reviews for acquiring systems and software. Incumbent will also ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organizational goals.

Incumbent may serve as Certified Contracting Officer's Representative (COR) or Program Manager for a Contract by developing Statements of Work (SOW), understanding of contract clauses based on laws; policy, and procedures contained in Federal Acquisition Regulations (FAR), and other directives. Serves as technical liaison between the contractor and the Principle Control Activity (PCA) ensuring satisfactory performance and timely delivery of products and/or services; provides technical direction/clarification and guidance to contract specifications included in the statement of work.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Working Conditions: The employee works primarily in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate. Position is a telework position, and will require weekly travel to the local office.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Examples of specialized experience would typically include, but are not limited to: Experience leading intake requirements collection and analysis, requirements planning, procurement, design, modification, integration, testing and deployment of IT systems in a heavily customer-facing services environment; experience providing oversight for the development of IT systems test strategies, plans, and scenarios and working with internal and external stakeholders. Provides Program Management with agile teams to execute and create innovative solutions, including the full range of business operations and services in the overall management of IT portfolios, product, products and projects within the Product Development Services.
