Description This position is that of a Prosthetics Representative located at the Butler VA Health Care Center. The position is organizationally located in the Physical Medicine and Rehabilitation Service (PMRS) under the supervision of the department Chief. The Prosthetics Representative coordinates and monitors all phases of the prosthetics program to include procurement, budgeting, contracting, and compliance activities for the Butler VA Health Care system.
-Coordinates all phases of the Prosthetics & Sensory Aids Service (PSAS), to include procurement, budgeting, contracting and compliance activities.
-Develops/directs program, establishes and manages program resources to meet regulatory needs
-Oversees delivery of services to Veterans eligible for prosthetic equipment services; provides the full range of services offered.
-Coordinates with clinical teams, rendering assistance with the examination and prescription of prosthetics and orthotics appliances.
-Authorizes the purchase, fabrication or repair of prosthetic devices.
-Ensure all procurements are completed IAW Federal Supply Schedule (FSS) contracts, national Blanket Purchase Agreements (BPA), and VISN-level contracts.
-Serves as advisor to clinical staff with prescription, acquisition, use, care, and replacement of devices concerning developments in the field of prosthetics and the sources of supply.
-Collaborates with staff when devices and equipment require repairs or replacement; takes necessary actions to resolve issues.
-Reviews medical/administrative files; interviews Veterans to determine eligibility requirements; inspects prosthetic equipment and appliances
-Researches and applies regulations/policies concerning prosthetics and benefits available to Veterans.
-Analyzes various reports, monitors databases and utilizes the results to established opportunities for improvement.
-Manages the Home Improvement Structural Alteration (HISA) program and the Automobile Adaptive Equipment Program; limited to explanation of benefit to stakeholders, handling of documents, authorization of home modifications, examination of bids, authorization of driver aids for the handicapped driver, automobile dealers, coordinating procedures and reconciling matters between vendors and the beneficiary.
-Manages the Clothing Allowance program.
-Maintains contact with companies of prosthetic supplies and services, inspecting their facilities and services; participates in the award of prosthetic contracts. Advocates for Veterans; resolve disputes; coordinate provision of services and goods
-Monitors contracts for compliance with PSAS's statement of work and receives, completes requests for prosthetic equipment and services; keeps supervisor informed.
-Works with the Inventory Management Specialist and the department Chief on product recalls.
-Provides educational updates on equipment changes, eligibility, regulations, contracting amendments, vendor modifications.
-Answer questions related to benefit programs, including questions about the provision of prosthetic items, home care equipment, benefits, or service issues.
-Utilizes Event Capture and documents all care activities in progress notes in the Veteran's electronic health record (EHR).
-Completes billing tasks for Home Oxygen and eyeglasses in accordance with National Standard Operating Procedure (SOP).
-Selects codes for the National Centers for Medicare/Medicaid Service (CMS) Health Care Procedural Coding System (HCPCS).
-Ensures surgical implants are Federal Drug Administration (FDA) approved/cleared
-Works with service Chief and senior PSAS staff to draft, develop, and implement new policies.
-Drafts responses to correspondence inquiries related to Veterans, contractors, congressional queries, Home Oxygen program issues and guidelines.
-Administers a plan for reviewing and appraising the effectiveness of the prosthetic program, IAW Central Office, Quality Management, Patient Safety and The Joint Commission (TJC)
Analyzes PSAS reports, aged purchase order report, aged credit card transactions, compliance metrics and scorecards. Provides guidance to improve quality assurance, policies, and procedures. Investigates noncompliance and takes corrective action.
-Completes durable medical equipment (DME) vendor visits to confirm compliance with the contract and with other regulatory standards.
-Performs visits to Veterans' homes to assess patient needs, complaints, or claims for damages.
-Communicates with the VISN Prosthetic Manager regarding goods and services; arranges services for patients at other VA Medical Centers.
-Serves on committees such as the Major Medical Equipment Committee, the Home Oxygen Committee, as assigned by the Service Chief, Health Care Center, VISN or Central Office.
-Provides primary oversight of the prosthetics digital records storage program.

Basic Requirements:

a. Citizenship. Citizen of the United States. After a determination is made that it is not possible to recruit qualified citizens, necessary personnel may be appointed on a temporary basis under authority of 38 U.S.C. 7405 without regard to the citizenship requirements of 38 U.S.C. 7402 or any other law prohibiting the employment of or payment of compensation to a person who is not a citizen of the United States. Candidates must meet all other requirements for the grade level and position concerned.

b. Experience and Education: Individual must meet at least one of the requirements below.

1. Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software for word processing, spreadsheet development, and database management; and ability to work independently and as team;
OR
2. Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree;
OR
3. Experience/Education Combination. Equivalent combinations of experience and education are qualifying. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
c. Grandfathering Provision. All persons employed in VHA as a Prosthetic Representative on the effective date of this qualification standard are considered to have met all skills requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
1. May be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
2. Employees who are appointed on a temporary basis prior to the effective date of the skill standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
3. Employees who are retained under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements at the time of reentry as a prosthetic representative.
  • Foreign Education. To be creditable, education completed outside the U.S must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials, and such education must have been deemed at least equivalent to experience gained in conventional U.S programs.
  • English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part.
Grade Determinations:

GS-5 Entry Level
None beyond the basic requirements above.

GS-7 Developmental Level
Experience-
In addition to the basic requirements, one year of creditable experience equivalent to the GS-5 grade level, directly related to the position to be filled.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to understand and apply processes, procedures, regulations, and laws as it applies to purchasing and the provision of prosthetic items/services.
2. Ability to coordinate multiple requests for durable medical equipment (DME), including repairs, services, and benefits.
3. Ability to act as a liaison and work effectively with healthcare providers, patients, caregivers and vendors to ensure the most appropriate device and services are received timely.
4. Ability to monitor contractors and vendors for compliance with contract requirements.

GS-9 Developmental level
(a) Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-7 grade level, that is directly related to the position to be filled.
OR
(b) Education. Education equivalent to two full years of progressively higher level graduate education or Master's or equivalent graduate degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours may include, but is not limited to, any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree.
(c) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Knowledge of methods to identify trends and causation factors sufficient to analyze prepared data and gather information to inform and advise management.
2. Ability to organize, prioritize, and monitor actions to ensure timeliness.
3. Ability to understand and articulate the benefits program options available. This includes communicating with patients, caregivers, health care providers and vendors.
4. Ability to apply and educate others about national, VISN, and facility directives, policies, procedures and regulations.
5. Ability to work effectively with a clinical team and provide recommendations for prosthetic devices.

GS-11 Full Performance Level
(a) Experience.
In addition to the basic requirements, one year of creditable experience equivalent to the GS-9 grade level, that is directly related to the position to be filled.
(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to work independently to set priorities, delegate tasks, meet deadlines, analyze problems, and implement solutions to enhance quality, efficiency, and productivity.
2. Ability to work with a team, to provide technical guidance, plan, organize, and coordinate tasks, including workload distribution and monitoring accuracy, progress, and status of work
3. Ability to communication both orally and in writing to achieve objectives, prepare reports in various formats, and present data across organizational levels.
4. Ability to assist in staff development, outcome management, and strategic planning.
5. Ability to act as a liaison to address and resolve informal employee concerns.
6. Knowledgeable in specialized rehabilitative treatment goals, strategies, and program requirements (See paragraph 2.g. above)Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business.
