The Program Manager is responsible for the program management, oversight, and providing advisory services and direction for assigned program(s), in accordance with the mission, functions, activities, laws, rules, and regulations. The position serves as a liaison and in performing a broad range of program and planning work involving the management and development of a variety of agreements, programming of funds, and budget allocations for planning, engineering, and/or construction services.

Duties will vary depending on office and position.  As a Program Manager within FHWA, you will:

  • Serve as a primary point of contact and authority on one or more programs for internal employees and external partners.
  • Serve as an advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
  • Administer, implement, liaison, and coordinate the assigned program(s) in accordance with the delegations of authority and regulations.
  • Develop procedures, implement program responsibilities, and monitor the program(s).
  • Develop detailed plans to improve efficient operations, implement plans and initiatives to achieve mission and policy objectives, and assess program accomplishments.

The ideal candidate for this position is a professional with Program Management experience that works independently and also demonstrates leadership in team environments. The candidate will have knowledge of funding allocations and fiscal accounting; a transportation background; the ability to manage multiple priorities; facilitation, and excellent interpersonal communication and collaboration skills to develop and monitor a program of projects in cooperation with multiple partners.

For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade levelwhich included:

  • Experience identifying program goals, objectives, and sequence and timing of program events and milestones, sufficient to plan and implement programs.
  • Experience gathering information, identifying, and analyzing issues, and developing recommendations relating to the implementation of long-term plans for programs and corresponding projects.

For the GS-13:You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-12 grade levelwhich included:

  • Experience identifying program goals and objectives, the sequence and timing of program events and milestones, and methods of evaluating program accomplishments sufficient to plan, implement, and evaluate programs.
  • Experience advising, reviewing, evaluating, or resolving problems relating to the implementation of long-term plans for programs and corresponding projects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  2. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience

Salary86,962.00 - 167,336.00 Annual
