Description The Department of Transportation, Engineering District 12-0, is seeking to fill a vacancy for a full-time Chief Real Estate Appraiser. The Chief Appraiser must have and maintain a General Appraiser Certification in good standing. The Chief Appraiser performs advanced technical work and supervises the securing of legal right-of-way and/or acquiring real estate and other public purposes. The Chief Appraiser must effectively supervise a group of staff appraisers making real estate appraisals of varying types and complexities. This involves the review of and signature approval for real estate appraisals. Work also involves contracting, supervision and proofing appraisals made by fee appraisers. In addition, the employee may be required to oversee the activities of personnel seeking the qualifying experience necessary to obtain the appraiser certifications including reviewing and co-signing their appraisals.

  • Full-time employment
  • Work Hours:  Monday through Friday 7:00 AM - 3:00 PM with a 30 minute lunch period (or based on operational considerations)
  • May require travel and overtime
The Chief Appraiser must have and maintain a General Appraiser Certification in good standing. The Chief Appraiser performs advanced technical work and supervises the securing of legal right-of-way and/or acquiring real estate and other public purposes. The Chief Appraiser must effectively supervise a group of staff appraisers making real estate appraisals of varying types and complexities. This involves the review of and signature approval for real estate appraisals. Work also involves contracting, supervision and proofing appraisals made by fee appraisers. In addition, the employee may be required to oversee the activities of personnel seeking the qualifying experience necessary to obtain the appraiser certifications including reviewing and co-signing their appraisals.

Work also involves performing the most difficult appraisal activities. Determination of compensable elements of damage is normally made, along with before and after values and estimates of damage. Work includes planning and organizing work, assigning work, determining work flow, reviewing employee performance, interviewing and recommending employee selection, receiving and answering grievances and approving leave. Assignments are received in broad outline and completed work is reviewed by a review appraiser, or technical superior, for results obtained and adherence to established policies and procedures.Qualifications:

  • Minimum Experience and Training Requirements:  One year as a General Real Estate Appraiser; OR three years of professional real estate appraisal experience which includes one year appraising all types of real property for public use.
  • Necessary Special Requirement:  Possession of a valid Pennsylvania Certified General Appraiser certification.
  • Condition of Employment:  This position requires possession of a valid Pennsylvania non-commercial Class C Driver's License or equivalent.
  • Must be able to perform essential job functions
