SUPERVISORY CONTRACT SPECIALIST
Naval Facilities Engineering Command
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the ACQUISITION BRANCH in the OTH REMOTE CONSTRUCTION BRANCH of NAVAL FACILITIES ENG COMMAND ATLANTIC.
The successful selectee will perform the following duties:Evaluate price or cost data for pre-award procurement activities to ensure cost-effective source selection.
Conduct research (e.g., gather facts, determine remedies, initiate remedial actions) to resolve contract performance problems.
Plan and establish work schedules, deadlines, and performance standards for acceptable work products for department employees.
Evaluate price, terms, and conditions as well as preparation of price negotiation memorandums pursuant to limitations and scope of basic contracts or agreements.
Prepare contracting documents (e.g., solicitation documents and justifications, acquisition plans, source selection plans, final contract specifications, recommendations for pre-award and post-award reasons for decisions) to justify contractual costs or negotiation decisions.
Assess contracts to negotiate delivery schedules, price adjustments, payment terms and other modifications to the original contract terms and conditions.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
I have one year of specialized experience equivalent to the next lower grade level GS-14 or pay band in the federal service or equivalent experience in the private or public sector Specialized experience must demonstrate the following: 1) Directing contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout; 2) Providing expert consultation services to Management concerning acquisition planning, development, and progress; 3) Overseeing base operating support construction cost reimbursement; 4) Developing local policies and procedures for a wide range of contracting actions; and 5) Supervising and administrating field offices. Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Must be able to obtain an interim and/or final Secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Selectee must obtain and maintain a current valid United States driver's license.
This position is required to comply with the Federal Procurement Policy Act (41 USC 423) as amended.
Work required overnight travel away from the normal duty station. Travel (20%) includes activities within the area of responsibility including Europe, Africa, and Southwest Asia, and all other component commands of NAVFAC Atlantic as requested, as well as worldwide contingency operations is a requirement of this position. Travel by military and commercial aircraft may be required. Employee must be able to obtain and maintain in good standing a Government issued Travel Card for official Government travel purposes. In instances where a Travel Card cannot be obtained, the incumbent must be willing and able to use own personal credit card for travel purposes and follow appropriate procedures for reimbursement of authorized official travel expenses.
The work requires some physical exertion, such as walking over rough, uneven, or rocky surfaces of the type found at construction sites or other outdoor facilities which the contract specialist must visit for regular periods of time, i.e., four hours or longer without rest periods, and occasionally late in the evening. Some agility is required in walking around or over building materials, excavation sites, and heavy equipment. Conducting intensive negotiation and carrying files, documents, plans, and specifications requires specific, but common physical characteristics and abilities such as above average resistance to fatigue.
This position is for applicants who are currently employed as a permanent career or career-conditional (Tenure 1 or 2 in box 24 of SF-50) employee of (NV25) in the competitive service (SF-50 will show a 1 in box 34) or, currently employed at (NV25) on a permanent Veterans' Recruitment Appointment (VRA) (SF-50 will show a 2 in box 34).

This position is a 100% TDY position to Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education.
