The selectee of this position serves as a Financial Specialist. You will be responsible for analyzing existing District procedures to identify more efficient and effective methods for accomplishing program objectives and recommending changes/improvements to District management, providing technical advice and assistance to District management on the District procurement program.As a Financial Specialist at the GS-0501-7 level, some of your typical work assignments may include:
  • Analyze the District procedures to identify more efficient and effective methods for accomplishing program objectives.
  • Prepares, justifies, and/or administers the budget for program areas; assesses financial condition of an organization.
  • Analyze and manage financial matters to ensure expenditures are in accordance with applicable guidelines.
  • Enter data for obligation/de-obligation; retrieve information for budget reports; and research and reconcile errors within automated accounting and budget systems.
GS-07 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 grade level is required to meet the time-in-grade requirements for the GS-07 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0501-07 level, if you fulfill one of the following qualifications:

A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies;

. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields: Business Administration, Finance, etc. The education must demonstrate the competencies necessary to do the work of the position;

One year of specialized experience equivalent to the GS-05 grade level in the Federal service that demonstrates your ability to 1.) Examine financial documentation for accuracy, adequacy and compliance with regulations. 2.) Formulate budgets and estimates to support plans, programs, and activities. 3.) Apply financial functions, goals, and funding sources to accounting issues. 4.) Identify, analyze, and resolve complex finance concerns and 5.) Maintain financial systems for data reporting purposes;

. A combination of education and experience as listed above.
