SUMMARY OF POSITION:

This position is responsible for Penn State Health Clinical Engineering shared services for all divisions of Penn State Health consistent with our vision and values. This key leadership role is responsible for the oversight of the people, medical equipment, systems and processes to manage and support the medical equipment at Penn State Health. Ensures regulatory compliance with JACHO and government regulatory/licensing/accreditation agency regulations. This role is also responsible for equipment planning and managing 3rd party service relationships for the complex equipment environment to deliver highly reliable medical equipment.

ESSENTIALFUNCTIONS:

Leadership: Oversees Penn State Health Clinical Engineering departments and operations to ensure optimal business performance in areas of clinical engineering, clinical equipment technologies and system-wide medical equipment safety. Develops and executes high- level, high-impact goals, decisions, and strategies that promote process improvements, strategic development, and operational enhancements. Accountable for planning, monitoring and managing budgets for Clinical Engineering departments throughout Penn State Health.

Service Delivery: Works with customers to define, implement and manage service goals. Communicates with interdepartmental customers to co-develop service delivery expectations in consideration of improved operational and financial performance. Develops and executes high-level, high-impact goals, decisions, and strategies that promote process improvements, strategic development, and operational enhancements. Oversees and ensures regulatory compliance with respect to medical equipment maintenance, safety and management. Ensures efficient work center loads, routings, lead times and staff availability to meet service requirements.

Communication: Maintain and develop relationships with key stakeholders that include senior leadership representing all divisions of the company and external vendors. Effectively communicate throughout the organization strategies and activities related to medical equipment and service optimization.

Financial Value: Responsible for developing, managing, and acting upon opportunities to reduce operating budgets and influence strategic allocation of capital funding. Communicates variances between planned and actual expenditures and independently analyze the factors leading to these variances. Operations: Assesses the impact of policies and procedures on performance to identify organizational limitations. Understands and solves complex business/organizational problems, recognizing common practices that occur repeatedly in diverse settings, diagnose persistent long-term inefficiencies, and implement improvement initiatives. Establish a continuous improvement culture through deployment and active management of processes and tools. Reports monthly on Key Performance Indicators (KPI’s). Oversees local hospital management plans and assures all regulatory requirements are met locally. Manages all clinical engineering impacts and equipment planning for system wide mergers and acquisitions and construction.

Attract, develop and retain talent base. Evaluate skill levels of staff and provides employee development opportunities. Establish a culture of service where service level agreements are developed, measured and reported. Conduct annual reviews and discusses career development. Perform leadership functions such as goal setting, performance reviews and assure compliance with required training and education assignments

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in management, engineering, or related field required
  • 10 years’ experience related work experience required
  • 7 years’ experience in a leadership role required
  • Previous experience in regulatory compliance required
  • 20% travel required

KNOWLEDGE, SKILLS, & ABILITIES:

  • Demonstrated ability to maintain good working relationships with leadership, customers and employees
  • Previous experience negotiating service contracts and partnerships
  • Demonstrated experience effectively managing contracted services
  • Demonstrated ability in managing medical equipment assets
  • Demonstrated project management capability
  • Experience using equipment management and tracking systems
  • Proficient with Microsoft applications (Word, PowerPoint and Excel)
  • Demonstrated effective communication

PREFERRED QUALIFICATIONS:

  • Master of Science degree in biomedical engineering with a clinical engineering concentration and/or a Master's degree in Business Management preferred
  • Certified Biomedical Equipment Technician (CBET) or Certified Healthcare Technology Manager (CHTM) by the Association for the Advancement of Medical Instrumentation (AAMI) preferred
